About this file

The document is a Question and Answer Set related to a State and Local Contract Opportunity issued by the Office of the Secretary of State of Illinois for newspaper advertisement placement services for the 2020 Proposed Constitutional Amendments. The Office is soliciting bids from vendors to provide these services, with no specific requirement for the ad type (display or classified). Vendors can have the publications produce the ad material as long as they provide a proof, and electronic tearsheets are acceptable as proof-of-performance. The Secretary of State will provide the proposed amendment text in all languages to the awarded vendor. The contract is anticipated to be awarded by or before June 30, 2020.

The total cost for the last similar advertising campaign in 2016 was $789,112.05. For this current opportunity, the Office does not anticipate spending over $1,000,000, though the program budget has varied historically from $578,000 in 2012 to $1,064,000 in 2014. There are no requirements for references, and pricing should not be expressed as a flat monthly amount, but rather as a markup percentage.
