About this file
This document is a Questions and Answers (Q&A) file for the Florida Department of Management Services' Invitation to Bid (ITB) No. 25-15100000-ITBv2 for Bulk Fuel, Gasoline, Diesel, Marine, and Biodiesel. The solicitation covers a state term contract for fuel products across four regions, with the Department potentially issuing up to five awards for each fuel and delivery type. The ITB seeks to establish a contract for various fuel types including Gasoline E10, Diesel Fuel (Ultra Low Sulfur), Marine Grade Gasoline, Marine Diesel Fuel, and Biodiesel Blend, with minimum transport delivery quantities of 6,000 gallons for gasoline, 6,000 gallons for diesel, and 7,500 gallons for combination loads.
The pricing will be calculated using DTN FastRacks Average Price, with taxes listed as separate line items on invoices. The basis of award will be based on the lowest calculated markup for each fuel and delivery type in each region, as shown on the Markup Sheet. The previous bid (No. 15100000-19-1) was rejected due to a technical issue with document uploads, which has been resolved for this version. The bid tabulation from the previous solicitation shows responsive bidders including Kimbles Aviation Logistical Services, L.V. Hiers, Inc., Mansfield Oil Company, Petroleum Traders Corporation, and Pro Energy Fleet Fueling LLC. The Department does not provide historical usage data, and potential bidders are directed to search purchase order information in the Florida Department of Financial Services Accountability Contract Tracking System.
