About this file
This is a Question and Answer document from the mandatory pre-bid conference for the Illinois Department of Mental Health at Elgin Mental Health Center's dock leveler replacement project, held on July 31, 2026 at 10:00 AM. The conference confirmed that all attendees are registered primary vendors in Bidbuy and not subcontractors. During the site assessment, all attendees agreed that the existing exterior conduit running from the building to the pit requires replacement, necessitating concrete sawing and cutting to remove the old conduit before installing new infrastructure. Bids are due August 4, 2026, and attendance at the pre-bid conference is mandatory; bids from non-attending vendors will be deemed non-responsive. The scope of work includes removal and disposal of the existing hydraulic dock leveler, pit preparation and concrete repairs using 4,000-psi concrete mix, and installation of a new Galvanized Dipped 78 Hydraulic Loading Dock with 50,000-pound capacity compatible with 208V 3-phase power. Additional work includes electrical reconnection, functional testing with load simulation, operator training, and provision of maintenance guidelines and warranty documentation.
The winning bidder must self-perform 100% of the work with no subcontracting permitted and must comply with OSHA regulations, the National Electrical Code, ANSI MH30.1 standards, local codes, and environmental regulations for handling and disposal of hydraulic fluids and debris. The contractor is subject to the Illinois Prevailing Wage Act and must employ at least 90% Illinois laborers during periods of excessive unemployment. Contractors must maintain an Illinois office as the primary employment location and provide proof of U.S. Department of Labor Apprenticeship and Training certification. General commercial liability insurance of $1 million per occurrence with $2 million annual aggregate is required, along with worker's compensation and auto liability coverage. The vendor shall provide a standard workmanship warranty along with the manufacturer's equipment and parts warranty. The project is located at 750 South State Street, Elgin, Illinois, with Chief Engineer Brad Carroll serving as the contract monitor.
