Question: I know that Objective 1 is for year one and have developed a work plan for year 1, Objective 2 was supposed to be for Year 2 but I am unclear if I should make a workplan for year 3 since this is a potential 3 year cooperative agreement.

Is a year 3 plan needed or would it be determined by another objective at a future date?

Answer: Your proposal should include a work plan that encompasses completion of Objective 1 and Objective 2. Year three of the Cooperative Agreement is meant to allow for flexibility in case Objective 2 requires more than one year to complete or in case funding for Objective 2 does not become available until year 3.
