August 19, 2015 Brenda Cox, GMO

1. In the RFP, it references the budget period length as being one year for Objective 1 and the total funding amount as $200,000. Are we expected to begin work on both objectives the first year or is this envisioned as the amount we should spend on Objective 1 only?

A: This is the amount that should be allocated to Objective 1. Pending the availability of funds, additional funding would be provided in the second and/or third year to support Objective 2.

2. Would the extension of the award beyond the first year have to be recompeted?

A: No. Additional funding would be provided as a noncompetitive continuation of the original award.

3. Is a letter of intent required?

A: No.

4. If actuals vary from the estimated budget, do processes exist to adjust funding?

A: Yes, bearing in mind the $200,000 total ceiling that cannot be exceeded in the first budget period.

5. One of the activities listed to support the performance of the stated tasks is expert interviews. Can we state that we are performing the project on behalf of BARDA in requesting such interviews?

A: Yes.

6. When we engage with private sector and academic investigators, can we say that on behalf of BARDA we are investigating mechanisms to improve the efficiency of or incentives supporting medical product development?

A: Yes.

7. Is there a minimum number of respondents that you will require before proceeding to make an award?

A: No.
