QUEMADO JANITORIAL
3 Lyle Loop, Quemado, New Mexico 87829
SCOPE OF CONTRACT
The work involves janitorial services for the main office building which is approximately 4,500 square feet. Cleaning will also consist of related areas, including entrance ways, corridors, lobbies, restrooms, and closets in accordance with the following terms, conditions, and specifications.
DESCRIPTION OF SERVICES
The contractor shall provide all management and labor necessary to ensure that janitorial services are performed at the Quemado Ranger District in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance.

GOVERNMENT FURNISHED PROPERTY
The Government will provide the following materials, supplies and property, as set forth below. The contractor shall be liable for loss or damage to such property until completion and final acceptance of the work.
a. Push Broom f. Paper Hand Towels
b. Mops g. Plastic Trash bags
c. Mop Bucket i. vacuum Cleaner
d. Hand Soap
e. Toilet Paper
CONTRACTOR FURNISHES:
a. Cleaning supplies- all detergents, disinfectant cleaners, germicides, window cleaner, shampooer, carpet shampoo, furniture polish/wax, dusters, toilet bowl cleaner, and other supplies necessary to accomplish the work.
b. Carpet Shampooer
WORK PERFORMANCE
The work shall be performed pursuant to the frequency schedules described below in all areas between the hours of 5:00 p.m. and 7:00 a.m. on weekdays and weekends, Saturday or Sunday.
THE CONTRACTOR OR THE CONTRACTOR’S EMPLOYEES SHALL
a. Not open desks or file drawers.
b. Not remove papers on desks, tables, or file cabinets.
c. Not use office equipment, radios, or telephones,
d. Turn in all lost and found articles to the Contracting Officer’s Representative
(COR).
e. Notify the COR as to needs to government-furnished property.
f. Turn off all lights, close windows, lock doors, and insure that the building is secure upon completion or work.
g. Not have children under the age of sixteen (16) on the premises.
h. Not have any animals on premises.
i. Not smoke anywhere inside the building.
j. Follow all occupancy rules.
k. Not clean computers, keyboard, computer screen, TV screen or other electronics.
SERVICES TO BE PERFORMED THREE TIMES A WEEK (Monday- Wednesday-Friday)
a. Maintain Floors. All floors, except carpeted areas, shall be swept, dust mopped, damp mopped, wet mopped, dry buffed, and spray buffed, as needed, to ensure they have a uniform, glossy appearance and freedom from dirt, debris, dust, scuff m arks, heel marks, other stains and discoloration, and other foreign matter. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and other moveable items shall be returned to their original and property position.
b. Remove Trash. All trash containers shall be emptied and returned to their initial location. Boxes, cans, papers, placed near a trash receptacle and marked “TRASH” shall be removed. Any obviously soiled or torn plastic trash receptacle liners shall be replaced. All waste and trash collected shall be removed from the building and stored in covered refuse containers furnished by the Government. Trash receptacles shall be left clean, free of foreign matter, and free of odors.
c. Clean Drinking Fountains. Clean and disinfect all porcelain and polished metal surfaces, including the fixtures and drain, as well as exterior surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.
d. Clean and Disinfect. Completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, dispensers, plumbing fixtures, partitions, dispensers, doors, walls and other such surfaces, using a germicidal detergent.
After cleaning, receptacles will be free of deposits, dirt streaks, and odors.
Disinfects all surfaces of partitions, stalls, stall doors, entry doors (including handles, kick-plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets. Descaling shall be performed monthly as a minimum and as often as needed to keep areas free of scale, soap films, and others deposits. After descaling, surfaces shall be free from streaks, stains, scale, scum, urine deposits, and rust stains.
e. Stock Restroom Supplies. Contractor shall ensure restrooms are stocked sufficiently so that supplies do not run out. Supplies shall be stored in designated areas. No overstocking shall be allowed.
f. Vacuum Carpets. Vacuum carpets areas. After vacuuming, the carpeted area shall be free of all visible dirt, debris, litter and other foreign matter. Any spots shall be removed by carpet manufacturer’s approved methods as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the government representative. Area and throw rugs are included to receive this service.
g. Sweep and Mop Floor. After sweeping and mopping, the entire floor surface, including grout, shall be free from litter, dirt, dust and debris. Grout on wall and floor tiles shall be free of dirt, scum, mildew, residue, etc. Floors shall have a uniform film or standing water. Moveable items shall be tilted or moved to sweep and damp mop underneath. Floors shall be stripped, scrubbed, waxed, etc., as necessary to maintain sanitary conditions and a clean, uniform appearance.
h. Vacuum and Clean Floor Mats. Vacuum and clean interior and exterior floor mats. After vacuuming or cleaning, maters shall be free of all visible lint, litter, soil and other foreign matter. Soil and moisture underneath mats shall be removed and mats returned to their normal location.
i. Clean Interior Glass/Mirrors. Clean all interior glass, including glass in doors, partitions, walls, display cases, directory boards, etc. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter.
j. General Dusting. Dust all furniture, window sills, and all surfaces within reach while standing on the floor. Surfaces must be dusted or cleaned to eliminate dust collection. This does not include desks and computers.
SERVICES TO BE PERFORMED ONCE A WEEK
a. Clean Bathroom. Wash all tiled wall in restroom and mirrors.
b. Clean Floors. Buff all floors and remove all black marks.
SERVICES TO BE PERFORMED MONTHLY
a. Clean Exterior Glass Windows. Clean all exterior interior windows every four months. Take off the screens and clean. Wipe off the dust around them.
b. Shampoo the carpets – This will be done in both offices once a year. The office will move as much furniture as possible to get this done, preferrable after fire season in September or October. You will need to supply your own shampooer and cleaner.
SUPERINTENDENT BY CONTRACTOR
At all times during the performance of this contract until the work is completed and accepted, the Contractor shall directly supervise the work or assign and have on the job a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.
QUALITY ASSURANCE
The government COR will periodically inspect and evaluate the contractor’s performance in accordance with the contract statement of work. If a day is missed, it cannot be made up the next week. You are only allowed to come twice in the same week. If you don’t come, you don’t get paid for that day.
Additionally, annually the COR will fill out a Contractor Performance Report for submission to https://www.cpars.gov/cparsweb/home). A copy of the report will be submitted to the contractor for comment. The contractor’s comments along with the COR’s copy of the Contractor Performance Report will be kept on file for future reference.
PROTECTION OF GOVERNMENT BUILDINGS, EQUIPMENT, VEGETATION
The Government will supply contractor with the Forest Service Environmental Policy (FSM 1331) and contractor shall be committed to complying with, applicable legal and other requirements, pollution prevention, and continual environmental improvement.

The contractor shall use reasonable care to avoid damaging buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
