About this file

This is a Quality Assurance Surveillance Plan (QASP) for landscaping and grounds maintenance services at 5333 Getwell Road, Memphis, Tennessee, under a Department of the Treasury Internal Revenue Service contract (Solicitation 2023H2-26-Q-00023). The QASP establishes a structured monitoring framework to evaluate contractor performance against defined standards and ensure compliance with contract requirements. The plan designates specific government personnel roles including the Contracting Officer, Contracting Officer's Representative, and Quality Assurance Evaluator, along with corresponding contractor roles for the Project Manager and On-site Supervisor.

The QASP establishes detailed performance standards and Acceptable Quality Levels (AQLs) across thirteen service categories: grass cutting (maximum 4-inch height with no scalping or rutting), edging (neat lines with ½-inch wide by 1-inch deep clear zones), plant and shrub pruning, cultivation and mulching, fertilization, weed eradication, ditch and curb cleaning, fence line maintenance, raking and parking area/sidewalk maintenance, irrigation monitoring, grass seeding up to ten square feet, pest and disease control, and seasonal color installation. Surveillance methods include random and scheduled inspections, customer feedback collection, and monthly performance reports. The QASP employs a three-tier performance rating scale (Satisfactory, Unsatisfactory with Rework, and Unsatisfactory/Fail) with corrective action procedures including deficiency notifications, rework requirements, payment deductions, and potential contract termination for repeated failures. Documentation includes standardized inspection checklists, monthly performance summaries, deficiency reports, and quarterly formal contractor reviews.
