Revisions to the EIS RFP
This amendment includes the following:
· Instructions for acknowledging the amendment.
· Changes to the RFP Sections
The revisions are listed based on the UCF Sections.
Amendment Acknowledgement
Offerors shall acknowledge this amendment in the Business Volume of their final proposal revision.
The RFP is amended as follows:
1. Section B
a. Section B.1.2.14.1, last two sentences, are amended to read as follows:
“When a specific case is defined using General ICB Information Table B.1.2.14.1, the Unit ID in Table B.1.2.14.1 shall determine the charging unit used to calculate the price for that case and shall be chosen to specify as precisely as possible the unit of measure for the corresponding price. Unit ID 73 shall not be used in Table B.1.2.14.1.”
b. Section B.2.2.2.1.8 is amended to add the following sentence:
“For each originating OCONUS country/jurisdiction priced in Table B.2.2.2.1.8, the contractor shall price terminations to all OCONUS and non-domestic countries/jurisdictions specified in Table J.1.2.1.”
c. Section B.2.6.5 is amended to add the following sentence to the end of the paragraph:
“Catalog items in Table B.2.6.5.1 shall be priced per minute.”
d. Section B.2.10.10, second paragraph, is amended to read as follows:
“Area of the world (AOW) price adjustments shall be identified and specified in the contractor’s catalog in accordance with the AOW price adjustment factors. These factors may be “1” or greater or less than “1”. The CONUS factor shall be 1.0. The contractor shall specify an AOW price adjustment factor for each Area of the World in Table B.2.10.10.1 below where the contractor offers SRE in at least one of the Country/Jurisdictions contained in that AOW. The correlation of an AOW ID with a particular Country/Jurisdiction ID is provided in Table B.4.2.1.”
2. Section C:
a. Section C.1.8.7.1 Compliance Reference NIST SP 800-160 is amended to change status and date from "Draft Dated May 2014" to "Dated November 2016".
b. Section C.1.8.7.1 Compliance Reference ICD 704 is amended to change date from "2 October 2008" to "1 October 2008".
c. Section C.2.8.4.5.1 Compliance Reference NIST SP 800-160 is amended to change status and date from "Draft" to "Dated November 2016".
3. Section G:
a. Section G.2.2.1 Agency Role is amended to remove bullet 3.c) "Providing authorization as needed to allow access providers to accept orders from the contractor."
b. Section G.5.6.1 General Security Compliance Requirements is amended to change bullet “GSA Information Technology (IT) Security Policy, CIO P 2100.1(I).“ to “GSA Information Technology (IT) Security Policy, CIO P 2100.1(J)”.
c. Section G.5.6.1 General Security Compliance Requirements last bullet “The Committee on National Security Systems Instruction (CNSSI) No. 5000, ‘Guidelines for Voice over Internet Protocol (VoIP) Computer Telephony’, April 2007” is amended to change date to “October 17, 2016” from “April 2007“.
d. Section G.5.6.6.1 Personnel Security Suitability phrase in the second paragraph is amended to change “GSA CIO Order 2100.1I” to “GSA CIO Order 2100.1J”.
e. Section G.8.2.1.1.1 Service-Specific SLA Table, for 'Contact Center Service', Section C Reference column is amended to read 'C.2.3.1.7' vs 'C.2.3.1.4'.
4. Section H:
a. Section H.3 Authorized Users is amended to replace “General Services Administration (GSA) Order ADM 4800.2H” with “General Services Administration (GSA) Order OGP 4800.2I.”
5. Section I. The dates for Clause 52.219-9 and Alternate II are amended to NOV 2016.
6. Section J:
a. Section J.1.1, second paragraph, item 1, is amended to read as follows:
“1. All NSCs in the Traffic Model for that CBSA. For price tables with both originating and terminating location columns, Traffic Model records must be priced where the originating and terminating country/jurisdictions are both CONUS.”
b. Section J.1.1, third paragraph, item 1, is amended to read as follows:
“1. Propose prices for all the mandatory CLINs in the Traffic Model in the OCONUS CBSA or OCONUS country/jurisdiction chosen. For price tables with both originating and terminating location columns, a Traffic Model record must be priced if the OCONUS country/jurisdiction is present in the originating country/jurisdiction column and the terminating country/jurisdiction is either CONUS or the OCONUS country/jurisdiction.”
c. Section J.2.10.1.3.3.1 GSA Conexus XML Schema Definitions is amended to replace the attachment “GSA Conexus XML Schema Definitions 2016-10-31.zip"
d. Section J.2.10.1.3.3.2 GSA Conexus Web Services Definitions is amended to replace the attachment “GSA Conexus Web Services Definitions 2016-10-31.zip"
e. Section J.2.10.2.1.8 Direct Billed Agency Setup is amended to remove the table row for invoice_method_code.
f. Section J.2.10.2.1.20 Service Order Rejection Notice is amended to insert the following text prior to the table therein:
"Value Requirement Note: If the order is being rejected due to lack of inclusion of contractor_invoice_level_account_number and/or agency_task_order_num in the order, the contractor may submit the SORN without values in contractor_service_request_number, contractor_invoice_level_account_number, agency_task_order_num. In all other cases, these values are required as specified in the table below."
g. Section J.2.10.2.2.5 Account Type is amended to remove all content and change the section heading to "Reserved".
h. Section J.2.10.2.2.29 Primary Interchange Carrier is amended to remove all content and change the section heading to "Reserved".
i. Section J.2.10.3.1.2 Primary Data Element List, table row for order_method_code, in Description field is amended to delete current text and replace with “Order method: D = direct. Note: unless otherwise specified in the TO, this value is always D." Edit Mask field is amended to delete current text and leave blank.
j. Section J.2.10.3.2.2 Reference Data Element Dictionary Table is amended to remove both rows for ACTTYP (code and description).
k. Section J.2.10.3.2.2 Reference Data Element Dictionary Table is amended to remove both rows for PIC (code and description).
7. Section L:
a. Section L.1 52.252-1 Solicitation Provisions Incorporated by Reference (FEB 1998) is amended in row 1 of the table, Title and Date field, to delete existing text and replace it with “Unique Entity Identifier (OCT 2016)”. In row 2 of the table delete existing date and replace with “OCT 2016”. In row 3 of the table replace existing date with “JUL 2016”. In row 9 of the table add date “May 2014”.
b. Section L.33.1.1 552.219-72 Preparation, Submission, and Negotiation of Subcontracting Plans (MAR 2012) is amended to delete the entire section and replace it with the following:

Preparation, Submission, and Negotiation of Subcontracting Plans (Oct 2016)
(a) When submitting a subcontracting plan in accordance with FAR 52.219-9, the offeror shall submit a subcontracting plan with its initial offer. The subcontracting plan will be negotiated concurrently with price and any required technical and management proposals, unless the offeror submits a previously-approved commercial plan.
(b) Maximum practicable utilization of small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns as subcontractors is a matter of national interest with both social and economic benefits. The General Services Administration (GSA) expects that an offeror’s subcontracting plan will reflect a commitment to assuring that small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns are provided the maximum practicable opportunity, consistent with efficient contract performance, to participate as subcontractors in the performance of the resulting contract. An offeror submitting a commercial plan can reflect this commitment through subcontracting opportunities it provides that relate to the offeror’s production generally; i.e., for both its commercial and Government business.
(c) GSA believes that this potential contract provides significant opportunities for the use of small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns as subcontractors. Consequently, in addressing the eleven elements described at FAR 52.219-9(d) of the clause in this contract entitled Small Business Subcontracting Plan, the offeror shall:
(1) Demonstrate that its subcontracting plan represents a creative and innovative program for involving small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns in performing the contract.
(2) Include a description of the offeror’s subcontracting strategies used in any previous contracts, significant achievements, and how this plan will build upon those earlier achievements.
(3) Demonstrate through its plan that it understands the small business subcontracting program’s objectives and GSA’s expectations, and it is committed to taking those actions necessary to meet these goals or objectives.
(d) In determining the acceptability of any subcontracting plan, the Contracting Officer will take each of the following actions:
(1) Review the plan to verify that the offeror demonstrates an understanding of the small business subcontracting program’s objectives and GSA’s expectations with respect to the program and has included all the information, goals, and assurances required by FAR 52.219-9.
(2) Consider previous goals and achievements of contractors in the same industry.
(3) Consider information and potential sources obtained from agencies administering national and local preference programs and other advocacy groups in evaluating whether the goals stated in the plan adequately reflect the anticipated potential for subcontracting to small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns.
(4) Review the offeror’s description of its strategies, historical performance and significant achievements in placing subcontracts for the same or similar products or services with small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns. The offeror’s description can apply to commercial as well as previous Government contracts.
(e) Failure to submit an acceptable subcontracting plan and/or correct deficiencies in a plan within the time specified by the Contracting Officer shall make the offeror ineligible for award.
