About this file

This is Amendment 0001 to Solicitation 36C78626Q50194 issued by the Department of Veterans Affairs, National Cemetery Administration, Contracting Services, located in Triangle, VA. The amendment extends the quotation due date from June 25, 2026 to June 29, 2026 at 4:00 PM EST and provides answers to fourteen questions submitted by potential quoters regarding tree removal and maintenance services at two national cemetery locations: Salisbury Annex National Cemetery and Salisbury Historic National Cemetery.

The amendment clarifies key contract specifications: at Salisbury Annex, 30 trees will be removed with 15 stumps requiring grinding (not all 30); CLIN 0006 requires removal of 16 trees (not 14) at the Historic Cemetery; Tree #25 is excluded from the contract; and staging of equipment and materials at Salisbury Annex requires case-by-case approval due to ongoing construction. Contractor responsibilities include maintaining ISA Certified Arborist site managers at each location when work occurs simultaneously, grinding stumps to 4 inches below grade with COR coordination for root zone conflicts, and maintaining state-required liability and workers' compensation insurance. Government responsibilities include removing headstones to provide equipment access and deciding case-by-case on additional headstone removals. The Government will not coordinate with neighboring property owners for access or be liable for equipment damage on cemetery property. Contractors may invoice per CLIN upon completion or after all work is complete at each location. All quotations must include a signed and dated copy of this amendment.

The following questions were received from Potential Quoters, along with the corresponding answers:

Questions and Answers 1 & 2 - Relate to Salisbury Annex National Cemetery:

Question 1 – Reference 1 - Attachment A (Statement of Work, Section A.2.2): States that for the Salisbury (Annex) National Cemetery, "There is a total of thirty (30) trees to be removed, fifteen (15) stumps to be ground..." Reference 2 - Attachment B (Price Schedule, CLIN 0003): Describes the requirement as "Removal of thirty (30) trees, including stump grinding, at Salisbury (Annex) National Cemetery." Could the Government please clarify if the contractor is responsible for grinding fifteen (15) stumps at the Salisbury Annex (per the Statement of Work) or if stump grinding is required for all thirty (30) tree removals under CLIN 0003 (per the Price Schedule)?

Answer 1 – There are fifteen (15) stumps that require grinding at Salisbury (Annex) National Cemetery. Paragraph A.2.2 and Attachment A.1 correctly state there are thirty (30) trees to be removed, and fifteen (15) stumps that will require grinding. The Price Schedule has been updated to clarify this discrepancy.(See attached)

Question 2 - Is there an on-site location available at Salisbury Annex Cemetery to stage trucks and materials, such as the topsoil required to complete the job?

Answer 2 - There is a place to stage trucks and topsoil; however, there is an ongoing construction project, so staging will have to be approved on a case-by-case basis. As stated in SOW paragraph A.5.1(h), “The Government will not be liable to the Contractor for costs associated with claims, damages, loss or replacement of equipment or personal property while on Cemetery property.”

Question 3 – 7 Relate to Salisbury Historic National Cemetery:

Question 3 - During the site visit it was observed that it would be more efficient to access some of the trees from the West and South sides of the border fence at the Historic Cemetery. Will NCA coordinate with the owners of those properties to allow access so that trees can be pruned / topped more logistically simple?

Answer 3 – The Government will not coordinate with neighboring property owners. If a Potential Quoter chooses to do so, any agreements made and/or the result of such agreements, including any damage that may arise out of those agreements, is not the responsibility of the Government.

Question 4 – CLIN # 6 on the Price Schedule has text written out “fourteen,” but the numeral “16.” Which is the correct number?

Answer 4 – The correct number is sixteen (16). It has been updated on the attached Price Schedule.

Question 5 - At the site visit it was mentioned that tree #25 will be removed from the contract and it is not on the matrix, but is still annotated on the map. Can NCA provide clarification on the status of tree #25?

Answer 5 – Tree #25 is not included in the contract.

Question 6 - Will declining tree between Trees #13 and #15 at Salisbury Historic National Cemetery be added to the tree list / CLIN 0006?

Answer 6 – No, this tree will not be added.

Question 7 - Tree #8 at Salisbury Historic National Cemetery is a 38-inch removal and headstones block any equipment access to it. Per A.5.1(b), can cemetery staff temporarily move a path of headstones so we can get equipment to the tree?

Answer 7 – Yes, if coordinated with the COR ahead of time, cemetery staff will remove headstones to create a path for equipment.

Question and Answers 8 - 14 Relates to Both Cemeteries:

Question 8 – During the site visit it was noticed that numerous headstones had been overtaken by root systems that are identified as needing to be removed. These headstones will be broken during the stump grinding process. Who is liable for replacing headstone broken due to tree roots growing around them?

Answer 8 – Cemetery Staff will remove headstones, if needed, even if they are lodged in the stump. Some will be decided on a case-by-case basis for removal but the contractor will not be responsible for removal or breakage caused by the stump or roots.

Question 9 - If crews are working at both locations simultaneously, does each location require an ISA Certified Arborist to be a Site Manager or can one Site Manager be responsible for both locations?

Answer 9 – Yes, if work is taking place simultaneously at both sites, an ISA Certified Arborist is required at each location. Paragraph A.4.1 states that the site manager will be provided when work is being performed. It also states “The Certified Arborist will ensure all specifications are met, ensure contract work does not conflict with ceremonies and funerals, and ensure employees are adequately supervised and proper conduct is maintained.” These requirements cannot be fulfilled if the site manager is not present when work if being performed.

Question 10 - Section A.3.1.(b) references deadwood. ANSI standards refer to deadwood as greater or equal to 2-inch diameter. Can NCA clarify what diameter they are using for deadwood?

Answer 10 – Deadwood is equal to or greater than 2-inches in diameter.

Question 11 - Section A.3.1.(c) references grinding stumps to a depth of 4 inch but not to interfere with another trees root system. Based on the proximity of several locations of trees to be removed, this will be difficult to manage. Will the ISA Certified Arborists be able to use discretion to not take the stump to 4 inches below grade if it does interfere with another root zone?

Answer 11 – The Site Manager shall coordinate with the COR, who will make a decision on a case-by-case basis.

Question 12 - Are any local permits required to remove trees or does the federal property exemption apply?

Answer 12 – Permits are not required to remove trees on NCA sites.

Question 13 - What are the general liability and workers' comp requirements, and do you need a certificate at quote submission or only at award?

Answer 13 – SOW paragraph A.5.1(e) states “The Contractor shall maintain personal liability and property damage insurance prescribed by the laws of the State of North Carolina.” Proof is not required, but the Contractor is responsible for ensuring they have necessary insurance.

Question 14 - Can we invoice per CLIN as each one is completed and accepted, (Progress Billing) or is it one invoice after everything is done at both sites?

Answer 14 – It is preferred that the Awardee invoice the complete job at once after all work is complete, or once per location, but it is permissible to invoice per CLIN once each CLIN is fully complete.
