About this file

This document is a Performance Work Statement (PWS) for a Tree Management Database Subscription Service for the Department of Veterans Affairs National Cemetery Administration's Pacific District. The PWS outlines the requirement to provide an online tree management software subscription to manage tree inventories and assessments for 30 national cemeteries in the Pacific District. The contractor will be responsible for importing existing tree data for 14 cemeteries and establishing databases for an additional 16 cemeteries without current inventories. The database must have GIS mapping capability, allow multiple users, provide reporting and budget tools, and include training and support. The PWS is related to Solicitation Number QSE--36C78624Q50226 for the Tree Management Database Subscription Service, which has a base year plus 4 option years. The cut-off date for all questions and answers is April 26, 2024.

The Department of Veterans Affairs, National Cemetery Administration – Pacific District contracted with Davey Resource Group (DRG) to provide tree inventories and assessments at the Fourteen (14) National Cemeteries listed below. Attachment ‘A’ for a full list of datasets.)

TREE INVENTORY MANAGEMENT DATABASE, MAP FILES and TRAINING:

The Management Database shall have the capability to: prioritize track and schedule maintenance; prepare and justify budgets, track and respond to inquiries; allow the user to add new tree site information; allow the user to log and track work on specific trees;

allow the user to query specific trees by cemetery section and headstone name or number;

allow the user to query trees by genus and species; allow the user to generate and print reports based on tree frequency, work frequency, site information; and will allow users to display cemetery tree inventories on GIS base maps on the same screen as the management database system, and, be fully compatible with and able to directly import inventory data already gathered at fourteen (14) Pacific District cemeteries.

In addition to the 14 cemeteries that have previously established databases, the

Management Database shall also be setup to include the remaining sixteen (16)

Cemeteries in the Pacific District that do not currently have tree inventories and assessments. All 30 cemeteries must be visible on the landing page for Pacific District cemeteries. Where available survey files defining the property limits of the cemeteries will be provided to the vendor awarded the contract. Where no surveys are available the base maps shall conform closely to commercially available aerial views from Google

Maps or similar map imagery. These databases shall be established with GIS base maps for each cemetery capable of being accessed within the online management database to which existing tree locations and all other data point information can be manually added by the Government and Government contractors. These additional sixteen cemeteries are:

1. Alameda Point National Cemetery, Alameda, California

2. Albuquerque National Cemetery, Albuquerque, New Mexico

3. Bakersfield National Cemetery, Arvin, California

Therefore, all inventory data shall be maintained offsite on the Contractor’s server and be fully accessible and capable of data manipulation by NCA users only through the internet.

2. The database must be accessible through the internet from the individual cemeteries, the Pacific District office, and Government contractors. The database must be accessible by more than 1 user at a time.

3. For budget and reporting purposes, the Pacific District tree inventory database administrator (Pacific District Agronomist) must be able to log in and query all individual cemetery databases simultaneously.

4. The Government’s Administrator must be able to assign read, write permissions for all users.

5. The database system must be GIS Capable or Non-GIS capable depending on the needs of the individual cemetery. The GIS maps must be viewable through the internet due to NCA computer security restrictions.

6. The database must be able to be exported as data files and shapefiles.

7. The database must be warranted, fully supported, backed up and protected by the

Contractor.
