About this file
This document contains questions and answers regarding a solicitation for grounds maintenance services at two National Cemetery locations. The solicitation groups together cleaning of parking lots, sidewalks, and leaf and trash removal into broad contract line items, or CLINs. One question asks which CLIN leaf removal pricing should be included under, as fall leaf removal amounts can greatly increase pricing if grouped with other tasks. Another question asks whether snow removal can be separated out from street sweeping into a new CLIN, again to allow more accurate pricing based on discrete events. The answers explain that the CLINs are intentionally broad to allow costs to be spread over time, and that delineating specific quantities for snow or ice removal before cleanup would be difficult. While one location produces few leaves, the other requires consideration, but pricing should still span the year as leaves fall mostly in fall. The terms will not be changed.

1. Question follows:
A.1.20 Road parking lots and sidewalk Cleaning/Sweeping/Blowing, includes maintaining free from hazards such as snow and ice (apply ice melt to remove/prevent ice) including weekends and Holidays (FMNC and ONC)
A.1.21 Trash and Debris Removal: (ONC and FMNC
The issue is both sections mention “leaf removal”, which section would we need to price the leaf removal actions under? In our experience, in the fall, leaf removal CLIN’s can be rather large and are usually a separate CLIN. By grouping leaf removal with Trash and Debris removal or Parking Lot and Sidewalk cleaning, the amount for that CLIN will be increased greatly by each contractor to account for the large leaf dump in the fall and the unknown. However, if the Leaf Removal was a separate CLIN and priced “each” per event then the govt could ask for a removal when it was necessary.
Also, for CLIN 20 can the snow removal be separated from the street sweeping and cleaning and a new snow removal CLIN be added to the SOW. Priced per event. This is the same type of issue as the leaf removals. It’s impossible to quote this accurately across the board for all contractors.
Answer: These CLINs are ‘lumped’ together to allow the contractor to spread the cost across time.
Delineating how much snow and how much ice before the contractor removes/prevents build up is also an issue. When the contractors conducted site visits, they should have been able to determine the relative amounts of leaves that would build up at each site. ONC has very immature trees that produce very little leaves. FMNC has more mature trees, and should be considered; however, once again pricing should be spread across time. Leaves fall very little from DEC-SEP. At this time the terms will not be changed.
