Statement of Need (SON) Replacement and Reprogramming of Backhoe Electronic Components (DEF System)
Riverside National Cemetery (RNC), 22495 Van Buren Blvd, Riverside, CA 92518
1. Background
Riverside National Cemetery relies on heavy equipment—specifically a Caterpillar 416F2 backhoe—to support daily burial operations, grounds maintenance, and logistical functions. This backhoe is essential for producing backfill material required for interment services, directly supporting timely, dignified, and respectful burial services for Veterans and their families.
The unit has experienced component failure affecting the relay assembly, electronic control module, and DEF-related sensors, resulting in reduced reliability, emissions control faults, and risk of operational downtime.
2. Requirement
RNC requires procurement, replacement, programming, calibration, and verification of the following OEM Caterpillar (or OEM equivalent when explicitly approved) components for the Diesel Exhaust Fluid (DEF) system and related electronic controls:
Relay Assembly — Caterpillar Part Number 265-8025
Module AR EX (Electronic Control Module) — Caterpillar Part Number 454-8355
Sensor / Sensor Kit — Caterpillar Part Number 594-8693
CEM Sensor Relay — Caterpillar Part Number MC2
Note: The Contractor shall verify final part numbers against the equipment serial/VIN using Caterpillar SIS prior to ordering to ensure exact compatibility with the 416F2 configuration.
Post-installation, the backhoe’s Electronic Control Unit (ECU) and DEF system must be reprogrammed using Caterpillar licensed software (e.g., Cat ET) to recognize the new components, clear fault codes, perform required calibrations, and return the equipment to normal operating condition.
3. Objective: Restore the safe, reliable, and fully functional operation of the Caterpillar
416F2 backhoe to ensure uninterrupted burial operations at Riverside National
Cemetery.
4. Scope of Work
The Contractor shall provide all labor, parts, tools, diagnostic equipment, transportation, programming software, testing, and technical expertise to perform:
1. Remove and replace the identified components listed in Section 2.
Document Number: 36C78626Q50079 PROCESSED Page 7 of 68
2. Perform functional diagnostics prior to programming (DEF dosing, sensor plausibility, wiring continuity, fault code capture).
3. Program and calibrate the electronic control module and associated DEF systems using Caterpillar licensed software (Cat ET), including fault clearing and parameter updates.
4. Conduct operational testing post-installation (hot/cold starts, DEF dosing validation, drive cycle checks, no active faults).
5. Verify safe, reliable performance and document results prior to release back to service.
6. Provide OEM authenticity documentation (packing slips, part labels, Cat invoices) and programming logs to the COR.
Additional Requirements:
Contractors may request to visually inspect the backhoe prior to submitting a quote. Site visits shall be coordinated in advance with the Contracting Officer’s
Representative (COR). The Government will make the equipment available on site during normal business hours for inspection.
If the backhoe must be transported off-site for repair or reprogramming, transportation costs (including loading/unloading, hauling, and return delivery) will be included in the IGCE for planning purposes. The Contractor shall ensure the safe handling and protection of Government property during transport and repair activities.
5. Performance Requirements
Work shall be performed by certified heavy-equipment technicians with
Caterpillar system experience.
Programming and calibration must meet manufacturer specifications and utilize licensed Caterpillar software.
All installed parts shall be new OEM; OEM equivalent only when pre-approved in writing by the CO/COR.
Repairs shall be performed onsite at RNC where feasible; offsite transport requires CO approval.
Work shall occur during standard business hours (Mon–Fri) unless otherwise authorized.
Contractor shall coordinate access, safety, and equipment staging with the COR.

6. Location: Riverside National Cemetery (RNC), 22495 Van Buren Blvd, Riverside, CA

7. Period of Performance / Timeline
The Contractor shall complete procurement, delivery, installation, ECU reprogramming, calibration, testing, and documentation within two (2) weeks (14 calendar days) after award.
Work scheduling shall be coordinated with the COR; any deviations require advance written approval.
8. Deliverables
Parts documentation: OEM packing slips/labels, serials, and proof of authenticity
Diagnostic report: Pre and post repair codes, sensor readings, DEF dosing checks
Programming logs: Cat ET session summaries, parameter changes, calibrations, and fault clearance records
Operational test results: Evidence of normal operation and absence of faults
Completion memo: Certification that equipment is restored to full service

(End of clause)

Updating SAM does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.
(c) Novation and change-of-name agreements.
(1) If the Contractor has legally changed its business name or “doing business as” name (whichever is shown on the contract), or has transferred the assets used to perform the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in part 42 of the Federal Acquisition Regulation (FAR), the Contractor shall provide the responsible Contracting Officer a minimum of one business day’s written notification of its intention to -
(i) Change the legal business name in SAM;
(ii) Comply with the requirements of FAR part 42; and
(iii) Agree in writing to the timeline and procedures specified by the responsible Contracting Officer. The Contractor shall provide with its written notification sufficient documentation to support the legally changed name.
(2) If the Contractor fails to comply with the requirements of paragraph (c)(1) of this clause, or fails to perform the agreement at paragraph (c)(1)(iii) of this clause, and, in the absence of a properly executed novation or change-of-name agreement, the SAM information that shows the Contractor to be other than the Contractor indicated in the contract will be considered to be incorrect information within the meaning of the “Suspension of Payment” paragraph of the electronic funds transfer (EFT) clause of this contract.
(d) Assignees.
(1) The Contractor shall not change the legal business name or address for EFT payments or manual payments, as appropriate, in the SAM record to reflect an assignee for the purpose of assignment of claims (see FAR part 32). Assignees shall be separately registered in SAM.
(2) Information provided to the Contractor’s SAM record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be incorrect information within the meaning of the “Suspension of Payment” paragraph of the EFT clause of this contract.
(e) Unique entity identifier (UEI). The Contractor shall ensure that its UEI is maintained throughout the life of the contract.
(f) Commercial and Government Entity (CAGE) code. The Contractor shall ensure that the CAGE code is maintained throughout the life of the contract. To update a CAGE code, the Contractor shall initiate the change by updating its SAM registration.
(g) Communicating changes. The Contractor shall communicate any change to its UEI or CAGE code to the Contracting Officer within 30 days after the change, so a modification can be issued to update the UEI or CAGE code on this contract. A change in the UEI does not necessarily require a novation.
