D. The following are responses to questions received regarding Amendment A00014:
1. Q: How many actual shipments did GSA Global Supply process in 2014?
A: In FY 14, the number of Requisitions GSA received for office supplies was 713,409.
2. Q: We understand less than 1% of requisitions were over $3000. If multiple requisitions are combined into one order over $3000 will these be competed for as per the amendment?
A: Yes, any purchase order (containing single or multiple requisitions) valued over $3,000 (or the micropurchase threshold) will be competed as per Amendment A00014.
3. Q: For orders over $3000 how will awardees be engaged to quote for those orders?
(Email Phone Website)
A: This will be determined at a later date. For example it may be done via posting on electronic bulletin board, reverse auction, or other method to ensure fair
Amendment A00015 OS3 Requisition Channel RFP Page 4 of 10 opportunity. If you do not provide a quote, your contract price will be the evaluated price.
4. Q: To confirm, will orders under the $3000 threshold be issued on the lowest cost per order?
A: Orders under $3,000 (micropurchase threshold) will be issued in accordance with Section 5.6 ORDERING (below) on pages 45 46 of the SOW:
5.6 ORDERING
5.6.1 Order Placement
For each category within the solution, there will be two (2) awards. Order Issuance and Allocation
Order Issuance
Orders will be issued to vendors to fulfill requisitions received by GSA.
Requisitions received by GSA may be consolidated prior to issuance of orders that may contain multiple lines (requisitions) destined for the same customer.
Individual requisitions will not be split between vendors. A requisition consists of one NSN, quantity, and one delivery location. Orders, which may contain multiple lines, will be issued to vendors based on the lowest cost per order. The order allocation process may be changed solely at the government's discretion to obtain better pricing on an individual NSN basis, or to consolidate multiple requisitions destined for the same delivery locations.
While the requirements for the Requisition Channel will be received by GSA via FedStrip/MilStrip or Military Interdepartmental Purchase Request (MIPR), the actual placement of an order to a contractor will be issued from GSA. The
Amendment A00015 OS3 Requisition Channel RFP Page 5 of 10 contractor will receive orders directly from GSA Global Supply via EDI transactions.
5. Q: How will nonmarket basket orders be distributed to awardees?
A: Purchase orders may contain both market basket and nonmarket basket items and will follow the same process noted in response to question 4 above.
6. Q: To aid us in our attempt to price our quote, can you tell us if we are able to raise pricing on a line item so long as our overall bid is lower than our previous submission?
A: In the Reverse Auction process, Offerors may lower or raise the price of any line item, in accordance with their business decision.
7. Q: Also, can the reduction credits be edited up or down so long as the overall submission is lower?
A: In the Reverse Auction process, Offerors may make changes to their market basket reduction credit on the proposal summary sheet tab (Attachment 1), based on their business decision.
8. Q: I noticed that “MARK” is an approved manufacturer for Lexmark OEM branded toner cartridges and am concerned for the possibility of fraud. There is no OEM manufacturer for Lexmark OEM products. Please remove “Mark” from the approved list.
Also Hewlett Packard does not manufacture the Lexmark X654X41G. Please remove Hewlett Packard as a manufacturer for the Lexmark X654X41G.

A: This has been corrected per Amendment A00015 in the list of Approved part numbers tab in Attachment 1 and the revised approved part number attachment.
9. Q: I would like to ask, how can you send out a 3rd round of reverse auction totals as George Doukas did this afternoon, and include CLIN 3 in that, when you haven’t received all of the confirmation letters from the bidders? If the bidder is not an authorized HP reseller, they should be removed from further consideration, which includes providing pricing in way of a reverse auction, and possibly change what the new lowest bid amount may be.
A: Due to information brought to the Government’s attention, the Contracting Officer determined that it was in the best interest of the Government to reconfirm CLIN 0003 offerors’ ability to supply all items under CLIN 0003. This reconfirmation is a separate matter from the Reverse Auction procedures outlined in section 9.9.1 Reverse Auctioning of the SOW on page 74. At the start of Reverse Auction Round 3 we noted for each CLIN the lowest pricing received as stated in this section: “The best offered price will be provided in the form of a single, nonattributable “best total extended market basket value” figure if the CO determines that it is in the best interest of the Government to do so prior to establishment of the contracts.”
10. Q: Please consider changing the “potential error” parameters for CLIN 3 to “less than 95% of the Median Price or greater than 105% of the median offered price” Due to the high volume and high individual cost of toner cartridges, a 10% spread would cover most potential errors.
A: Thank you for your suggestion. At this time we will not be changing the formula. The message that may appear is an alert to review the price proposed.
Vendors may leave the price as originally proposed.

11. Q: It was previously noted within section B(i) of Amendment 14 that, “In accordance with FAR 16.505 . . . the contracting officer must provide each awardee a fair opportunity to be considered for each order exceeding $3,000 * issued under multiple delivery order contracts or multiple task order contracts. Therefore, all orders over $3,000 [or current micropurchase threshold] will be competed between the two awardees per CLIN category.”
With this in mind, are you able to confirm if payments under $3000 or the current micropurchase threshold will be made via credit card?
A: Please be aware that contractors under OS3 Requisition do not need to pay credit card processing fees. Customers place orders directly with GSA Global Supply and GSA Global Supply pays the vendor. Please see SOW, Sections 5.6.2.5, Contractor Invoice Submission and Section 5.7.4, Business to Government using EDI, on p. 51, please note:
In order to invoice GSA, the contractor must utilize either the Invoice, EDI 810 transaction set, using version 3010; or the FedPay portal at http://apps.ocfo.gsa.gov/vendorpayment/index.htm. If using EDI, the 810 transaction set is sent to FedPay to initiate payment to the Contractor.
12. Q: If so, based on your experience from the prior fiscal year, what percentage of the requisitions do you anticipate being paid via credit card?
A: Please be aware that contractors under OS3 Requisition do not need to pay credit card processing fees. Note, for all Global Supply requisitions, which includes all products (not just office supplies), only 36% of sales processed by Global Supply are via credit card.
13. Q: The statement of note pertaining to the number of requisitions over $3000 for the products covered under this acquisition was less than 1%. Is that pertaining only to the items covered in each respective market basket for each CLIN, or does that include http://apps.ocfo.gsa.gov/vendorpayment/index.htm
Amendment A00015 OS3 Requisition Channel RFP Page 8 of 10 current nonMarket basket items as well? For reference purposes, can you tell us the total spend of each CLIN for FY14?
A: Yes, it does include market and nonmarket basket items. The number of requisitions given in FY14 which was 713,409 requisitions, was for all office supplies and is not broken down by CLIN.
14. Q: In regards to the statement change in SOW p.44, section 5.5.1 on how often prices increases will be allowed, does this change apply to market basket items as well?
A: Yes, this applies to all items. Please be advised that the request for price increases shall be in accordance with the EPA clause cited in Attachment 9 of the solicitation. Further, please note that the EPA cited in Attachment 9 also supersedes the note in Amendment A00014.
15. Q: In regards to Note 5 — A new notification has been incorporated into the current Attachment 1 with a warning that will appear when the following parameters are met:
"If the proposed price being inserted into the spreadsheet, at the nsn level, is less than half of the median offered price or greater than twice the median offered price, a warning will state, "The proposed price suggests that there is a potential error in the proposal or nonconformity to the Item Purchase Description (IPD)."
You don't state that this will result in a possible bid rejection for the bidder if he or she chooses to proceed with price as entered. What purpose is this warning? Will it be utilized in bid evaluations for the purpose of determining conformity to other bidders?
A: The notification that may appear is an alert to review the price proposed.
Vendors may leave the price as originally proposed. We are utilizing this notification to facilitate preventing mistakes in proposals prior to contract award.
We may use the information to identify potential mistakes in proposal.
Amendment A00015 OS3 Requisition Channel RFP Page 9 of 10
16. Q: We have items flagged in the new “Price Derived/IPD Conformity Warning” column that are priced accurately and are compliant. Will this flag disqualify these items?
A: The notification that may appear is an alert to review the price proposed.
Vendors may leave the price as originally proposed. We are utilizing this notification to facilitate preventing mistakes in proposals prior to contract award.
17. Q: The change indicates that all orders at the $3,000 threshold or the current micropurchase threshold. Is this 3,000 threshold subject to change throughout the life of the contract? How is the micropurchase threshold determined?
A: The threshold is subject to change, per revision by the Federal Acquisition Regulation.
18. Q: Will the above mentioned opportunities be awarded exclusively on price or will lead times and availability also be taken into consideration?
A: This will be determined on a case by case basis for purchase orders over $3000.
19. Q: We have only one more question in regards to the orders over the 3K threshold that will be competed for. With this contract being driven by an end to end EDI requirement to streamline the process, will these orders then be sent by EDI as well after the competition has been completed? After that competition has been completed, will all subsequent orders for the same product be held to that previous price as a baseline to start the competition again on future orders?
Amendment A00015 OS3 Requisition Channel RFP Page 10 of 10
A: It is anticipated that the orders will be handled via EDI. All future orders under $3000 will be at the line item contract price and all future orders over $3000 will be competed again between the contractors for that CLIN.
E. All other terms and conditions remain unchanged.
