About this file

This is a Quick Quote scope of work document prepared for the Virginia Department of Military Affairs regarding culvert replacement at Fort Pickett in Blackstone, Virginia. The project involves excavation, removal, and replacement of a damaged 48-inch corrugated metal pipe (CMP) culvert located on Trimble Road north of the Range Control gate entry. The failed culvert, which is crushed from the top with a completely rusted-out invert and eroded slope protection, will be replaced with approximately 60 linear feet of 48-inch span, 16-gauge polymer-coated arched/elongated pipe. Associated work includes removal and reinstallation of grouted rip rap inlet/outlet protection, placement of geotextile fabric for slope stabilization, removal and reinstallation of wood guardrail systems (approximately 83 inches on the east side and 87 inches on the west side), and restoration of roads to pre-excavation conditions including trench compaction, stone base spreading, and grading to drain. The project is classified as non-capital construction. A non-mandatory site visit is scheduled for August 20, 2026, at 2:00 PM at building 234. The contractor must complete the work as quickly as possible once started, with 100% road bypass required throughout the project duration.

The contractor is responsible for coordinating daily work site occupation and departure with Fort Pickett Range Operations and the Department of Public Works, providing road closure signs, barriers, and flagging personnel as needed, and coordinating bypass routes. All personnel must attend a mandatory unexploded ordnance (UXO) training session provided by Range Operations prior to project commencement, given the potential for residual munitions from activities dating back to World War II. Additional contractor responsibilities include calling Miss Utility at least seven days prior to digging, ensuring all personnel possess valid Real ID photo identification for Fort Pickett entry, maintaining valid vehicle registration and inspection, delivering removed CMP to the Fort Pickett Recycling Center, and securing proper storage of guardrail components with responsibility for replenishing any shortages. Materials specifications include #57 washed stone and VDOT #26 or #27 stone for pipe bedding, VDOT Class II riprap, nonwoven geotextile GTX-2019-01-296, and 16-gauge polymer-coated CMP with 10/10 grade coating. All work must comply with OSHA 1926 trench and confined space requirements, VDOT Road and Bridge Standards 2016 Edition and Specifications 2022 Edition, and Fort Pickett 350-1 regulations. The contact for the Department of Military Affairs is Billy Cole at 434/292-6221 or 804-814-6510.

SCOPE OF SERVICES

I. GENERAL:

The work can be generally described as the excavation, removal, and replacement of damaged culverton Trimble Road just North of Range Control Range Gate entry within the Fort Pickett Training Area. Culvert is crushed from the top, invert has completely rusted out, and slope protection has washed away. All existing pipe is Corrugated Metal Pipe (CMP) and will be replaced with Polymer Coated arched/elongated pipe. Length is approx. 60 feet with a 48” span. The roads will be restored to pre-excavation conditions to include trench compaction, guardrail replacement/removal, spreading stone base and grading to drain. The work is considered to be non-capital construction.

II. SUMMARY OF WORK

a. The failed culvert on Trimble Road near the Range Entry gate is 48” CMP. This pipe is 2’ below the road surface. Remove pipe, reinstall approx. 60LF of 48” span, 16 GA Polymer Coated arched/elongated Pipe.

b. Remove grouted rip rap inlet/outlet protection and store on site for re-use. Place geotextile fabric to assist with slope stabilization prior to VDOT rip rap type II placement per VDOT Spec.

c. There is a wood guardrail system (approx. 83” East Side and 87” West side’) on both sides of the road. Remove only what is necessary to replace culvert, store and then reinstall at completion of project ensuring proper run-on/run-off flair. The contractor is responsible for the secure storage of all the components to this system, to include horizontal timber, wood post, steel backer plates and bolts, nuts and washers. Shortages will be the contractor's responsibility to replenish. Contractor to quote for an allowance for any sections found that will need to be replaced due to deterioration.

d. The pipe shall be bedded as required by Section 302 of the Virginia Roads and Bridges Specifications (2022 Edition). See attached.

III. CONSTRUCTION REQUIREMENTS:

a. These roads will have to be 100% bypass until the work within this project is completed. The work must be completed as quickly as possible once it has been started.

b. The contractor must coordinate directly with Fort Pickett Range Operations to “OCCUPY” and “DEPART” the work site daily.

c. Road closure signs, barriers and flagging personnel (if needed) are to be provided by the contractor.

d. Coordinate bypass routes with Ft Pickett Range Operations and Department of Public Works (DWP).

e. Even though this area has not been used as a range in recent history (last 25 years) it may have residual munitions or remnants of such from activities from as far back as World War II. Range Operations, Project # 133908 11 August 2026

Fort Pickett, provides a one-hour training session on how to recognize UXO (Unexploded Ordnance) as well as other items that may be encountered while digging on Fort Pickett. The training will provide immediate actions required upon encountering UXO and crucial contact numbers for eradication.

Contractors (all personnel working on this project) will be required to schedule and attend this training prior to starting this work.

f. All the CMP to be removed will be delivered to the Fort Pickett Recycling Center.

g. The Contractor is responsible for calling Miss Utility at least 7 days prior to digging.

h. Entry to Fort Pickett requires a valid photo identification [Real ID] card for every person in the vehicle.

i. All vehicles must have valid registration and inspection.

j. There will be an opportunity (not mandatory) site visit on August 20, 2026 at 2:00 PM. Meet at building 234 at the corner of Rives and 9th Street. Let me know if you plan to come (804-814-6510).

IV. Materials:

a. Pipe bedding shall be #57 washed stone (if required) and/or VDOT #26 or #27 stone.

b. Inlet and outlet protection (Riprap) shall be VDOT Class II

c. Nonwoven Geotextile GTX-2019-01-296. US 160NW is a nonwoven needle punched geotextile made of 100% polypropylene staple filaments or equal for RIPRAP bedding.

d. Culvert shall be 16-gauge, polymer coated CMP (Corrugated Metal Pipe) with 10/10 grade coating.

e. CMP connector bands, straps, brackets and bolts shall be polymer coated from same manufacturer as the pipe.

f. Road bedding, backfill and surface treatment shall be VDOT #21A, 21B or #33 Select (match existing).

g. Pressure Treated (PT) lumber shall be Grade 1 or better with not less than .40/lbs chemicals per cubic foot.

h. Steel bolts shall be A325 galvanized

i. Do not damage, kill or remove any trees, that are not designated to be removed, during execution of this contract.

V. Excavation

a. The contractor will be responsible for workplace safety. All trenches and confined spaces shall conform to pertinent requirements OSHA 1926 to include:

1. Either trench boxes or benched excavation or sloped excavation (not to exceed 1.5:1 %)

2. Ladders or other means of egress.

3. No stockpiling of materials near trench edge

b. Excavation shall be planned and proceed in such a way that the hauling assets are able to safely enter and exit the work site without slipping, spinning, rutting or turning over.

c. Stored spoils shall be spread and compacted so that water does not stand or seep into the pile.

d. Additional fill materials are available for use (no costs) within 5 miles of Range 14 work site. Less than a mile from the other 2 culvert sites. Requests to open the site must be approved by Ft Pickett Environmental. They will inspect the site before and after use. Contractor to perform required actions to close the site (grade to drain, seed, mulching). The contractor is responsible for loading and hauling the material to worksite.
