About this file

This is a Quick Quote solicitation issued by the Southwest Virginia Regional Jail Authority (SWVRJA) for the procurement of industrial-grade sodium chloride (road salt) for delivery to the Haysi Regional Jail facility. The SWVRJA operates four facilities housing approximately 1,620 inmates and requires approximately 15 tons of bulk road salt annually on an as-needed basis. The requested product is 100% mineral sodium chloride in white crystalline form, supplied in approximately 15-ton truck loads. All quotes with detailed product specification sheets must be submitted via the eVA website by Thursday, October 15, 2026 at 2:00 PM. The initial contract term runs from the award date through June 30, 202 (with an apparent typographical error in the original document), with two optional one-year renewal periods available at SWVRJA's discretion. There is no guaranteed purchase quantity for this contract, and orders will be placed on an as-needed basis.

Pricing shall be quoted separately for delivery to the Haysi Regional Jail facility located at 1550 Kiwanis Park Road, Haysi, VA 24256, with delivery costs based solely on 15-ton truck loads. Price adjustments are permitted only for documented changes in the contractor's cost of materials, using the Consumer's Price Index as a guide, with no increases authorized for 365 calendar days following the contract's effective date. The contractor must provide not less than 30 days' advance written notice of any proposed price increase, which becomes effective only at the beginning of the calendar month following the notification period. Price decreases must be communicated immediately to the purchasing department. SWVRJA reserves the right to award based on the most responsive and advantageous proposal rather than lowest price alone, and may cancel the solicitation or reject quotes at any time without furnishing reasons. Inquiries should be directed to emoore@swvrja.com.
