About this file
This is a Questions and Answers document regarding Executive Coaching Services for the Department of Administrative Services (DAS) Information Technology division and the State of Oregon. The procurement seeks executive coaching services for 4-6 managers within DAS IT, with the anticipated service frequency of approximately one hour every two weeks per executive. The scope is flexible to accommodate potential growth or reduction in the manager pool based on organizational needs. The document addresses bidder inquiries regarding submission requirements, pricing structures, eligibility under existing state agreements, and service delivery preferences. While in-person coaching is encouraged, virtual meetings will be accommodated. Providers located outside Oregon are not preferred due to travel considerations, though travel reimbursement would be negotiated in accordance with Oregon Accounting Manual 40.10.00.
Bidders are required to submit pricing in an hourly rate format or fixed rate per session to enable standardized price comparison across proposals. The procurement allows flexibility in submission formatting beyond minimum requirements. The procurement office was investigating whether services could be fulfilled under the State of Oregon IT Research and Advisory Services (ITRAS) agreement, MPSA #8347, though confirmation of eligibility was pending further review. Pre-coaching assessment meetings to establish baseline performance metrics are anticipated as part of the engagement. The document clarifies that while DAS IT currently maintains an existing membership contract with Info-Tech Research Group, pricing structures from all vendors must be presented on a comparable basis for evaluation purposes.

Executive Coaching Services Questions & Answers
1. Question: What is the scope (maximum number of managers eligible to receive coaching)?
Answer: 4-6 executives, but the $/hour might be helpful in the case the manager pool could grow or shrink upon needs.
2. Question: Is the IT operation a centralized function, decentralized, or hybrid?
Answer: DAS IT is hybrid; the State of Oregon is decentralized.
3. Question: The documentation states minimum submittal requirements. Can additional portions of our submission be included in a formatting of our choosing?
Answer: Yes.
4. Question: Referencing the Attachment D (Price Quote) can you confirm is Rate $/hour a mandatory requirement of response and consideration, or is there flexibility subject to response?
a. Info-Tech Research Group provides an Executive Counselor Service/Membership, of which DAS IT already has (1) Membership Type under contract with Info-Tech, which is contracted on an annualized basis and membership fee structure.
Answer: If there is a way to break that out and come up with an hourly rate or a fixed rate per session? I need to be able to look at pricing comparing apples to apples.
5. Question: Is this procurement eligible to be fulfilled under products and services referencing the State of Oregon IT Research and Advisory Services (ITRAS) agreement, MPSA #8347?
Answer: I’m looking into this and need to talk with the customer. I wasn’t familiar with this Agreement so I’ll need to look into this further to see if this would fit their needs.
6. Question: What is the anticipated duration period for coaching services for each executive?
Answer: It will depend on what’s going on, but the customer believes possibly one hour every two weeks.
7. Question: Are there plans to include options for leaders to participate in a 360 or pre-coaching assessment period?
Answer: I would assume anyone in a leadership role has a 360 to pull from, but a single pre-assessment meeting to create a baseline would make sense.
8. Question: Will DAS IT consider proposals from coaching providers located outside of Oregon?
Answer: It isn’t preferable because as there will be some virtual meetings, most are encouraged in person from my understanding. Travel reimbursement would be negotiated, agreed upon State of Oregon’s Travel Policy under Oregon Accounting Manual 40.10.00.
