About this file
This document is an amendment to a federal solicitation for medium and heavy duty trucks and wreckers and carriers. The amendment provides answers to questions from offerors, revises shipment timelines and addresses omissions. Key products required include various truck models in different weight classes with options like spare tires and carriers, component warranties, and transportability certifications. Offerors must submit responses through the AutoBid system by the specified deadline. The award will be made by the General Services Administration to provide vehicles over the ensuing year to federal agencies nationwide.
The amendment addresses sixteen questions on topics like consignee delivery, option descriptions, line item shipment timelines, and engineering changes. Revisions are made to the shipment time clause and missing times are added for items like van bodies. Clarification is provided on submittal of technical exceptions and subcontracting plans.

552.211-81 TIME OF SHIPMENT (FEB 1996) (Alternate I – FEB 1996)
**For purposes of this clause, for North American production shipment is defined as the moment a vehicle leaves the manufacturer’s production facility. For vehicles which require oceanic transport, the ship date is defined as the moment a vehicle leaves the port of debarkation.
(a) Shipment is required within 180-300 calendar days after receipt of order (ARO), as defined below.
(b) Each delivery order will specify that shipment is required no later than the number of days shown above. If such order also states that "Early Shipment is Precluded," the Contractor agrees to make shipment no sooner than 180-300 calendar days after receipt of order, as defined below.
Earlier shipments may result in non-acceptance of the supplies at the delivery point at the time of arrival.
**For items 410, 414, 511, 511C, 513, 513C, 514, 614, 615, and 619, shipment is required within 180 days ARO.

SECTION B. QUESTIONS AND ANSWERS FROM 2020 SOLICITATION
QUESTION #1: In the new MHWC solicitation – Attachment 15 – AutoChoice – it says Attachment 17 on the document when it is opened. The list says Attachment 17 is the option analysis.
ANSWER #1: The language in the header for this document was changed from Attachment 17 to Attachment 15 (Addressed via Amendment 0001).
QUESTION #2: We are looking in Auto Bid today and noticed the change identified by a screenshot. Just wanted to confirm that we should or shouldn’t see the other offeror’s information? Also wanted to verify that another offeror would not be able to submit information for the brands we intend to sell to the government?
ANSWER #2: We are aware of this; however, you should only bid on your models. The system will allow offerors to bid on items that are not theirs, but you will not be able to see what any competitors are bidding and vice versa.
QUESTION #3 (PART 1): The F.5 Time of Shipment clause in the subject solicitation includes shipment times which are not in line with our current contract (see below, 20 - 60 days less). Please confirm if we can propose alternate shipment times, or if we are required to comply with the dates in the clause.
ANSWER #3 (PART 1): As with the 2016 solicitation, the shipment times listed are our attempt to capture the rough estimate for each line item regardless of vendor. So, not all are going to match what you have on your specific contract right now.
As with the 2017 contract, feel free to take exception and provide your own shipment times. It is possible that, like last time, we can change the shipment times for your contract only if we agree that what you propose is reasonable. As you know, customers will be able to see the shipment times in AutoChoice for each vendor, and if yours happen to be longer than a competitor, a customer will be able to see that as well.
QUESTION #3 (PART 2): Also, please note the requirements for Items 524, 524G and 619G are not listed in the solicitation.
4 | P a g e
ANSWER #3 (PART 2): Shipment time for item 524 is 210 days ARO and the shipment time for 524G is 270 days ARO. Item 619G is not included in this solicitation. Section F.5 has been updated to reflect the inclusion of these and other line items. Refer to Section A of this amendment for the latest revision to 552.211-81 TIME OF SHIPMENT (FEB 1996)
(ALTERNATE I – FEB 1996)
QUESTION #4: Regarding section C.9, Notification of Vehicle Defects/Recalls, please confirm that it is only mandatory to notify the Consignee (GSA is optional)?
ANSWER #4: Please refer to Section C.1 – Deliverables of the solicitation.
QUESTION #5 (PART 1): I have a few questions on the spec for the 511.1 chassis. Is there a need for clean C/A and what C/A’s are needed or will that be decided when the bid is awarded and they determine what C/A each truck needs?
ANSWER #5 (PART 1): The 511.1 chassis has 5 associated end of frame options and 24 cab to axle options. It is expected that you use the shortest measures as your standard and zero cost and provide increasing positive values for each of the longer measures. The CA measure is considered clear top of frame and measured from behind the cab sheet metal to the center of the rear axle or center of tandem when the exhaust is horizontal under the frame and from behind the exhaust pipe when the exhaust is vertical.
QUESTION #5 (PART 2): Also are you my contact for these questions?
ANSWER #5 (PART 2): Please refer to Section A.3 of the solicitation.
QUESTION #6: Attachment 14 is identified in the header of Attachment 12.
ANSWER #6: The language in the header for this document was changed from Attachment 14 to Attachment 12 (Addressed via Amendment 0001).
QUESTION #7: Should the Federal Standard 794AM (Attachment 6) be 160 pages or 156 pages? This document was taken from the zip file in FedBizOpps after the Solicitation opened.
Attached is the Federal Standard Attachment 6 from FBO.
When you open the document and look at the bottom of page(s) it says it should have 160 pages
- example 1 of 160. However, the page counter on the pdf document shows 156 pages, and last page shows as 156 of 160. When you print the document the last page that prints says 156 of 160.
Did it number itself wrong? Or are there missing pages?
5 | P a g e
ANSWER #7: Attachment 6 has been converted from a .PDF to .DOCX due to page numbering in the footer of the pdf document. This correction has been issued as Amendment 0001.
QUESTION #8:
a. What does "consignee delivery (no dealer prep)" mean?
Answer: Consignee delivery means the vehicle is delivered to the delivery address listed on the order rather than to a dealer. In most cases the Federal customers insist on receiving their vehicles directly to where they will used rather than sending people to retrieve the vehicles from dealers in the area. It is expected that the vehicle delivered be free of problems that will keep it from being placed in service but it is also assumed the customer will review the vehicle for proper wheel torque, fluid levels, etc prior to the vehicle being placed in the service. Please review paragraphs 3.8.4 and 3.8.4.1 of the Federal Standard in Attachment 6.
b. How do I find information for an "OEM Export Document Fee"
Answer: OEM Export Fee is Option 1611 and the description is listed in the Federal Standards under paragraph 3.6 of Attachment 6. The option requires filling out the paperwork required to place a vehicle on commercial shipping. The vehicle will have to be weighed and measured with the results input on the document for GSA to process transport.
c. How do I find information and where to find "Hazmat Placard Holders"?
Answer: Hazmat placard holders are Option FPH and the description is located in the Federal Standards under paragraph 3.6 of Attachment 6. Requires mounted hazmat holders on the vehicle as prescribed by DOT.
d. What does the item "Air Force Parts and Service Manuals" refer to?
Answer: Air Force parts and service manuals are Option PSMA and the description is located in the Federal Standards under paragraph 3.6 of Attachment 6. In general the Air Force is asking for permission to make copies of the service manuals for their vehicles so they can supply them to forward units. The Air Force wants to have paper manuals with every vehicle it owns while deployed.
e. What does the item "Winch Hydraulic" mean?
Answer: Winch Hydraulic is Option MHW and its description is located in the Federal Standards under paragraph 3.6 of Attachment 6. The option requires providing a PTO hydraulic pump, hydraulic motor driven 20K winch, and front bumper assembly.
f. What does "Dealer Delivery" mean? Is this delivery to the end user? How would we know that now while bidding?
6 | P a g e
Answer: Dealer Delivery Option DDR is described in the Federal Standards under paragraph 3.6 of Attachment 6. Basically the option stipulates you deliver the truck to a dealer nearest the end users address listed on the order. That dealer is responsible for correcting any issues that occurred during transport to the location as well as cleaning the vehicle and performing all post delivery processes such as torquing the wheels, adjusting tire pressures, topping up all fluids, greasing the chassis, etc. You will not know this information in advance of receiving the order so it is expected you have access to all dealers nationwide for the brand of truck you are providing to the government and can direct ship to those locations. In the case of GSA Fleet, their current policy is to ship all vehicle to marshaling sites they have contracts with Nationwide. All other customers are scattered throughout the country. Dealer delivery is not available for any locations outside the continuous states or any foreign countries.
g. In regards to the items "tires-spare assembly and carrier front axle/rear axle", is this something that is to be installed in the body?
Answer: The spare tire and carrier Options TSCF and TSCR are described in paragraph
3.6 of the Federal Standards in Attachment 6. Both options require a spare tire and wheel to be mounted under the frame on the exterior of the vehicle.
h. How do I find information on "Air Transportable C5 and C17 Aircraft only MIL-HDBK- 1791"?
Answer: The air transportability certification requirements can be found on the internet. The following is an example of one of the sites: http://everyspec.com/MIL- STD/MIL-STD-1700-1799/MIL-STD-1791C_55770/ and a second site: https://cvgstrategy.com/wp-content/uploads/2013/08/MIL-HDBK-1791.pdf
For the Air transport requirement the offeror will need to collaborate with an engineering firm that is capable of doing the needed calculations and determine the correct tie down methods needed per order. Each truck is different so an original report is required for each truck. That firm also needs to know how to submit findings to the Air Force and complete the air transport manual. Once Wright Patterson Air Force base approves the plan the body installer typically installs the needed tie down equipment.
For tie down transportation not on aircraft the same engineering firm can perform the calculations needed to equip the truck with the appropriate size and number of tie points. Once those calculations are completed the body installer typically installs the tie down equipment. In some cases the front bumper needs to be replaced with one that can provide the down, side, and lifting provisions required for the process.

7 | P a g e
GSA does not have a list of vendors who can do the required calculations and loading plans.
i. How do I find information on "Provisions for vehicle tie down during transport MIL-STD- 209"?
Answer: The provisions for tie down can be found on the internet. The following is an example of one of the sites: http://everyspec.com/MIL-STD/MIL-STD-0100-0299/MIL- STD-209K_22319/ and a second site: https://www.sddc.army.mil/sites/TEA/Functions/Deployability/TransportabilityEngi neering/Modeling/Documents/MIL-STD-209K_2005-02-22.pdf
j. What are the "onboard load scales for straight trucks w/air suspension" and how do I find information needed?
Answer: The on board load scales are Options OBS2 and OBS3 and described in paragraph 3.6 of the Federal Standards in Attachment 6. Both options use a system that monitors the air pressure in the air suspension spring bags and translates that data to a value displayed to the driver in the cab. The front axle steel springs us strain gauges on the axle to determine the load imposed. An example of such a system is Air Weigh. https://www.air-weigh.com/
k. What is the "Data plate and DD250" and how to find information needed?
Answer: The requirements for data plates and DD250 option MIL are described in paragraph 3.6 of the Federal Standards in Attachment 6. The data plate design is referenced in ML Handbook 1223. Form DD250 can be downloaded from the internet and is self explanatory. https://www.dla.mil/TroopSupport/Subsistence/Operationalrations/qapubs/d d250.aspx
l. What is the "component warranty registration"?
Answer: The component warranty registration, Option CWR is described in paragraph
3.6 of the Federal Standards in Attachment 6. The option requires the prime contractor to activate all of the sub-component warranties required for each vehicle. So rather than the receiving entity filling out all of the warranty cards normally required for the engine, transmission, etc, the prime sends in the information on behalf of the customer.
QUESTION #9: Would the excel file be the Technical Exceptions spreadsheet in the solicitation?
http://everyspec.com/MIL-STD/MIL-STD-0100-0299/MIL-STD-209K_22319/ http://everyspec.com/MIL-STD/MIL-STD-0100-0299/MIL-STD-209K_22319/ https://www.sddc.army.mil/sites/TEA/Functions/Deployability/TransportabilityEngineering/Modeling/Documents/MIL-STD-209K_2005-02-22.pdf https://www.sddc.army.mil/sites/TEA/Functions/Deployability/TransportabilityEngineering/Modeling/Documents/MIL-STD-209K_2005-02-22.pdf https://www.air-weigh.com/ https://www.dla.mil/TroopSupport/Subsistence/Operationalrations/qapubs/dd250.aspx https://www.dla.mil/TroopSupport/Subsistence/Operationalrations/qapubs/dd250.aspx
8 | P a g e
ANSWER #9: Yes, the excel file labeled "Attachment 5 - Technical Exceptions Spreadsheet" would be the Technical Exceptions spreadsheet in the solicitation.
QUESTION #10: In updating our Program for next year……we are not finding the DASS/PASS option showing up in any of the Sin#’s in Auto Vendor. Can you please tell us which Sin#’s these seat options apply to please.
ANSWER #10: Options DASS and PASS apply to those vehicles that are equipped as standard with hydraulic brakes. These options are now active for the following items: 410, 414, 430, 434, 441, 444, 471, 474, 481, 484.
QUESTION #11: How do I find out about "Air transportable c5 & c17 aircraft only mil-hdbk- 1791"? How do I find out about provisions for vehicle tie down during transport mil std 209?
ANSWER #11: Please refer to the answers provided in Question #8.
QUESTION #12: We just found out that our engineering has released some lower HP engines and some other components that put us in a better position in the GSA game. Is there a way I can change some of the data that we entered in the “OEM Data” column in Auto Vendor?
The information we have in there now will not match what we are able to offer the customer with the latest engineering release.
ANSWER #12: After opening AutoBid no changes can be made to the data displayed. If you want to offer less than what is stated under vendor data but still meet or exceed the listed minimum requirements you can take exception to the data. This can be completed by providing Attachment 5 – Technical Exceptions Spreadsheet. When we (GSA) do our evaluation after the close of AutoBid we will review the changes and decide if we agree or disagree. We will respond in writing and further instructions will be given.
QUESTION #13: From a procedural perspective, does a small business need to complete any part of Tab F - Sub K Plan or are the representations made in our SAM registration sufficient to meet the requirements of the bid?
ANSWER #13: If you are a small business then there is no need to submit a subcontracting plan.
QUESTION #14: On page 34 for shipment required within 180 -300 calendar after receipt of order. Below is the list of item numbers with the required days like 180 & 210. Several item numbers are missing like all of the van bodies 471 & 474.
ANSWER #14: Please see Section A of this amendment for the revisions to the shipment times, which now includes any that were missing.
9 | P a g e
QUESTION #15: Can you please confirm/clarify the E-track requirement for Van and Reefer bodies? Do you require E-track on the very front inside wall of the Body in addition to the left and right side walls?
ANSWER #15: Since the Federal Standard paragraph 3.5.7.1 references the need for two tracks on the side walls of the body only, the requirement listed for each of the 20 standard item vans under CRT2 has been changed to reference only the side walls. See Attachment 6.
QUESTION #16: Please provide GSA’s expected shipment lead time for the following item numbers (not listed on page 34 of the solicitation): 619G, 524, 524G, 543, 544, 533, 573, 576S, and 577S.
ANSWER #16: Please see Section A of this amendment for the revisions to the shipment times, which now includes any that were missing. 619G is not included in this solicitation.
