1. Question: What will qualify as an "emergency" that will activate this BOA?
Answer: Any event covered by the Stafford Act. Robert T. Stafford Disaster Relief and Emergency Assistance Act , 42 U.S.C. §§ 5121-5207 (the Stafford Act) §401 states that the President can declare a major disaster for any natural event, including any hurricane, tornado, storm, high water, wind-driven water, tidal wave, tsunami, earthquake, volcanic eruption, landslide, mudslide, snowstorm, or drought, or, regardless of cause, fire, flood, or explosion, that the President determines has caused damage of such severity that it is beyond the combined capabilities of state and local governments to respond.
2. Question: When will pricing or quotes be requested? Upfront or at the time of the need?
Answer: Pricing will not be requested at the time of BOA. Pricing will be requested as FEMA Emergency acquisition requirements are received.
3. Question: Will TTL keep using existing active BPA's or will BOA’s be the only contract vehicles TTL will use?
Answer: TTL will consider utilizing all active contract vehicles to fulfill FEMA Emergency Requirements as the situation dictates.
4. Question: Can a vendor team with other industry partners to fill orders?
Answer: Yes; however that is a business decision for individual vendors to make.
5. Question: Any preference given to socio-economic businesses?
Answer: TTL intends to set aside procurements to Small Businesses.
6. Question: Will shipping under the BOA be limited to just CONUS locations or OCONUS locations as well?
Answer: Both CONUS and OCONUS locations will be covered. OCONUS Locations are defined as outside of the Contiguous United States, which includes Alaska, Hawaii, Commonwealth of Puerto Rico, Guam, American Samoa, US Virgin Islands, Commonwealth of the Northern Marianas, and any other territory or possession of the United States.
7. Question: Can a Trade Agreements Act (TAA) blanket waiver be issued to BOA holders?
Answer: No. Orders placed under the BOA will be subject to TAA requirements, unless an official waiver is issued during an event.
