Solicitation: QMAA-T8-110001-N Questions and Answers
Q: Is it possible to extend the due date of this tender by two weeks?
A: The response date was extended to Tuesday, January 18, 2011.
Q: The price adjustment mentioned in the tender document is based on US economic parameters (PPI). All the vehicles we offer will be produced and delivered in Europe. Could we offer fixed prices for each calendar year, based on European economic parameters?
A: Will not be applicable after Amendment has been posted to remove the EPA clause. The pricing will be for a base year period and option years.
Q: Could we add 4 further columns to the price sheet?
A: No, additional columns will not be evaluated. If the government decides to exercise the optional years we will provide the specifications each year for pricing.
Q: The automotive industry is one of the most innovative industries. Legal basic parameters are constantly changing, e.g. engine emissions standards. For this reason the model lineup may change during the contracting period. Could we offer new models or model changes during the contract period?
A: Model changes can be offered based on changes in the industry. This must be requested to the Contracting Officer and will be reviewed for technical capability. Only the Contracting Officer can accept and approve changes.
Q: Is the Attachment E relevant for European based companies?
A: No, in accordance with FAR 25.
Q: How should we show the CNG / LPG price in the price sheet, as an option price in addition to the regular offer or do you want the full vehicle price?
A: Please price the base price in the Unit section and price the options in the Options section. Please do not include option prices in your unit price. We want to be able to evaluate the optional equipment prices separate from the unit pricing.
Q: Financial Data (TAB B)- Can we provide financially data according to the data the European government requests in similar tenders?
A: Please submit what financial data you have, if data cannot be evaluated, then an additional request may be made to resubmit the data. GSA requests that this information be in US Dollars.
Q: Central Contractor Registration (TAB C)- Should we register a supplier to the US Army in Europe?
A: Yes, Please register with CCR.
Q: Factor 2 Management capabilities- We will list the contact person. Due to the history as a supplier for the past three years, we would like to skip the details.
A: This must be filled out as a part of the requirement. All offers will be evaluated on their own merit and failure to comply could result in a non-responsive offer.
Q: Factor 3 -Past performance-Due to the non-disclosure clause in comparable agreements, we are not allowed to provide any details of previous projects. Would you agree that the previous contract with the US Army proofs our capability?
A: Please provide past performance references for any agreements that can be disclosed without inferring with non-disclosure clauses. This may include past US Army contracts. Past performance questionnaires will still be sent out as they are needed for this requirement.
Q: Should we have to be registered in the vendor list?
A: It is at the vendors’ discretion to register themselves as an interested party at www.fbo.gov.
Q: What is the Value Added Tax Form?
A: Contractors Supply this form. This form can be obtained from GSA Fleet in Europe after any potential contract award.
Q: Is the SRS system required?
A: Frontal airbags are required for this solicitation.
Q: Should we send both papers via post to Arlington or is it enough by mail?
A: Please send to the address listed in section E.1 in the solicitation.

Are we to add pricing for these Variants as a per unit price in subcategories for the CLINs?
A: The inserts are options, Please price the options individually
