About this file

This is a Quality Assurance Surveillance Plan (QASP) for RCTA Undercover Narcotic Operations Courses, which establishes performance monitoring and quality standards for the contracted training services.

The QASP establishes six deliverable metrics, each with an Acceptable Quality Level (AQL) of 75% average or above on each class's evaluation. These deliverables include: instructor presentation of information, instructor knowledge of subject matter, hands-on training of materials, textbook and handout materials presented to students, instruction's strong points of course, and overall course rating. Performance evaluation occurs through student course evaluations administered at the end of each course iteration. MSgt Zachary Clay serves as the Contracting Officer Representative (COR) and is responsible for monitoring contractor performance, completing monthly status reports in DOD CORT, and observing course delivery. The plan includes a three-tier rating system: Green indicates acceptable quality level achievement; Yellow indicates minimum AQL performance with required contractor attention to identified components; Red indicates non-compliance with AQL and requires immediate contractor resolution. The COR must document specific deficient components for both Yellow and Red ratings. The Quality Assurance Rating Sheet template requires documentation of vendor name, contract number, course title, month and year, ratings for each of the six deliverables, course iterations and locations/dates, required comments for any Yellow or Red ratings, and certification of compliance with FAR Part 52.246-4 or FAR Part 52.212-4(a). Additionally, the form requires documentation regarding Combating Trafficking in Persons compliance.
