QUALITY ASSURANCE SURVEILLANCE PLAN FOR
PUMPING SEWAGE HOLDING TANKS AND CLEAN GREASE TRAPS
1. Introduction: The U.S. Army at Aberdeen Proving Grounds (Churchville, Edgewood area and Graces Quarters) requires the contractor to pump sewage out of holding tanks and clean grease traps.
2. 2. Purpose: The purpose of this surveillance plan is to verify that the supply and work is being accomplished per the contract. This is to be accomplished with no attempt by government personnel to instruct, supervise or control contractor’s mission to complete his requirements.
3. 3. Services Monitored: Contract monitoring will be done by the Contract Officer Representative (COR) as defined in the Performance Work Statement.
A. The COR will randomly inspect the tanks and tickets to ensure holding tanks have been pumped out and grease traps are cleaned. Deficiencies recorded during the COR’S surveillance will determine the contractor performance. The COR will document any deficiencies in the Surveillance and Performance Monitoring Module (SPM) Tool under the Procurement Integrated Enterprise Environment (PIEE) site.
The KO will evaluate the complaint and issue a corrective action.
B. The Government will also monitor and evaluate the contractor’s performance through customer complaints and APG ICE, which will be recorded in the Surveillance and Performance Monitoring Module (SPM) Tool under the Procurement Integrated Enterprise Environment (PIEE) site. The government shall ensure the contractor abides by the Performance Work Statement.
4. Failure of areas will be based on the following: The contractor shall correct the deficiencies identified no later than the determined timeframe given by the COR. Failure by the contractor to correct the deficiencies shall result in the area being rejected by the COR with no payment made for the designated area.
5. The services that have been identified for surveillance are identified in the Performance Work Statement (PWS).
6. The invoices will be reviewed and verified by the COR.
