QASP - Kitchen Equipment Summary
This is a Quality Assurance Surveillance Plan (QASP) document for kitchen equipment maintenance and servicing under VA solicitation 36C26126Q0769. The QASP establishes performance standards, inspection procedures, and quality metrics that the contractor must meet when providing appliance servicing and repair for the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 21 (VISN 21). The document outlines surveillance activities to monitor contractor compliance with service level agreements, response times, repair completion standards, and equipment availability requirements throughout the contract period.
The QASP defines specific quality assurance measures, inspection protocols, and performance thresholds that will be used by the Government to evaluate whether the contractor is delivering compliant maintenance and repair services for commercial kitchen equipment. This monitoring framework ensures accountability and establishes clear expectations for service quality, timeliness of repairs, parts replacement, preventive maintenance scheduling, and overall equipment functionality at VA medical facilities within VISN 21.

Attachment (3): Quality Assurance Surveillance Plan (QASP)
1. PURPOSE
This Quality Assurance Surveillance Plan (QASP) is a Government-developed document used to determine if the Contractor's performance meets the performance standards contained in the contract at the contract level.
The QASP establishes procedures on how this assessment/inspection process will be conducted.
The Contractor is responsible for implementing and delivering performance that meets contract standards using its Quality Control Plan. The QASP provides the structure for the Government's surveillance of the Contractor's performance at the contract level to assure that it meets contract standards. It is the Government's responsibility to be objective, fair and consistent in evaluating Contractor performance. The Government should recognize in the performance of the QASP that unforeseen or uncontrollable circumstances might occur that are outside the control of the Contractor.
The QASP is not it intended to duplicate the Contractor's quality control plan. This QASP is a living document and will change at the Government’s discretion in accordance with changes in contract requirements and the Government’s determination of the effort required to ensure successful Contractor performance of the contract requirements. Flexibility in the QASP is required to allow for an increase or decrease in the level of surveillance necessary based on Contractor performance.
Bottom line, the Government’s performance of the QASP should ensure early identification and resolution of performance issues to minimize impact on mission performance.
