About this file

This is a Questions & Answers document for solicitation W81K00-26-Q-A253, a water purification treatment requirement for William Beaumont Army Medical Center at Fort Bliss, Texas.

The solicitation requires a temporary water treatment system capable of processing a 3-inch domestic cold water supply line containing a blend of softened water and El Paso city water. The system must generate three types of water: domestic hot water, domestic cold water, and reverse osmosis (RO) water for a mobile sterilization unit. Contractor responsibilities include connection from the existing water supply line to the treatment trailer and mobile sterilization units, as well as covering and protecting all connections from damage and weather. Hot and cold water shall be delivered through Type L Copper piping at 40 PSI minimum pressure; pure RO water through CPVC piping. All piping must be insulated and can be exposed to elements. The contractor is responsible for field verification of water quality, which is not always consistent, and must design the system to adjust and maintain required water quality standards. Flow requirements include: utility hot water at 20 gpm peak (850 gpd average daily demand); utility cold water at 65 gpm peak (3,200 gpd average daily demand); and critical RO water at 20 gpm peak (800 gpd average daily demand). Critical water distribution requires a recirculation loop to prevent stagnation. Water quality standards mandate bacteria levels below 10 cfu/mL for both cold and hot water, and endotoxin levels below 20 EU/ml for cold water and below 20 EU/ml for hot water. The contractor must submit backchecks for any specific water quality concerns.

QUESTIONS & ANSWERS (Q&A) List

Water purification treatment

Solicitation: W81K00-26-Q-A253

William Beaumont Army Medical Center, Ft. Bliss, TX

Amendment 2- QA’s dated 11 August 2026

Question:

1) Is there any information on the water quality for the source water that will be fed to the temporary treatment system? This would help us identify exactly what equipment might need to be included in the container?

Gov. Answer: At the existing 3-inch supply line the water will be a blend. The blend will consist of a mix of softened water with city water that is provided by El Paso. The information that is being provided is a recent water tests that was completed for water that is being fed to a piece of equipment at the 4th floor of the hospital. This information is being provided for reference only but it is the offeror’s responsibility to field verify. The offeror shall also understand that water quality is not always consistent and that that the system that is being provided be designed in way that adjust to provide the water quality that is required per the requirement. If there is a specific a water quality that is of concern, then the offeror should submit a backcheck.

Amendment 3- QA’s dated 13 August 2026

Question:

1) Is there any information on the water quality for the source water that will be fed to the temporary treatment system? This would help us identify exactly what equipment might need to be included in the container?

Amendment 4- Questions & Answer- Dated 20 August 2026

Questions:

1. Water Management and Testing" section references bacteria and endotoxin level compliance. PWS makes no reference to a standard or level to determine compliance?

2. What connection points are to be provided for supply of the utility, hot and critical water?

3. Who is responsible for connections outside of water treatment trailer?

4. What is the maximum flow requirement for Utility Water? (required to size pump)

5. What is the maximum average daily demand for Utility water? (needed to size treatment equipment)

6. What is the maximum flow requirement for Hot Water? (required to size pump)

7. What is the maximum average daily demand for Hot water? (needed to size treatment equipment)

8. What is the maximum flow requirement for Critical Water? (required to size pump)

9. What is the maximum average daily demand for Critical Water? (needed to size treatment equipment)

10. Will the critical water distribution utilize a circulating loop?

11. WBAMC SPD personnel are not expected to routinely access the water treatment equipment. Primarily water treatment technicians in the employ of contractor will access the trailer for maintenance and repairs. Can the raised platform with air curtains (2.1), ADA access

(2.2) and covered awning specifications (2.3.1) be removed from the water treatment equipment requirement?

Answers:

1. The table does not include bacteria and endotoxins requirements. The contractor shall be required to follow the below which should be included in the PWS for clarity.

Bacteria MIN-MAX Cold Water: <10 cfu/mL

Hot Water: <10 cfu/mL

Endotoxin MIN-MAX Cold Water: <20 EU/ml

Hot Water: <20 EU/ml

2. There is only a 3-inch domestic cold water supply line available which will have a soft water blend. The water treatment trailer will have to be able to process this water to generate domestic hot, domestic cold, and RO water used for a mobile sterilization unit. See the “Plumbing/Water

Treatment” paragraph. This process water shall then be supplied to the Mobile Sterilization trailers. Hot and Cold water through Type L Copper and pure RO through CPVC. Piping shall be properly insulated and will be exposed to the elements. I would say that the connections to the

Sterilization Trailers is not clearly defined in the SOW.

3. The contractor will be responsible for connection from the existing 3-inch water supply line to the water treatment trailer and the mobile sterilization units. The contractor will also be required to cover and protect the connections from damage and weather.

4. For Hot Water it would be 20 gpm peak at 40 PSI minimum, for Cold Water it would be 65 gpm peak at 40 psi minimum. Hot and Cold water is utility water. There is a table with a list of equipment in the SOW.

5. For Hot Water it would be about 850 gpd, for Cold Water it would be about 3,200 gpd. Hot and Cold water is utility water. There is a table with a list of equipment in the SOW.

6. For Hot Water it would be 20 gpm peak at 40 PSI minimum. Hot and Cold water is utility water. There is a table with a list of equipment in the SOW.

7. For Hot Water it would be 850 gpd. Hot and Cold water is utility water. There is a table with a list of equipment in the SOW.

8. For pure RO critical water it would be 20 gpm. Contractor shall anticipate to blend this water with utility water to maintain water quality. There is a table with a list of equipment in the SOW.

9. For pure RO critical water it would be 800 gpd. There is a table with a list of equipment in the

SOW.

10. Yes critical water shall have a recirculation loop to prevent stagnation.

11. The covering is not to gain access to the water treatment trailer but for the Mobile sterilization units, it will still be required.
