(A. Federal Award Information, Page 12)

We assume that 90% going to participants is strictly limited to the child CAs. Please confirm that our understanding is accurate?

An updated FOA will be posted to remove the language regarding child CAs. There is only one CA to be awarded and no other agreements will be awarded under that CA.

Where are the SMART Program Manager and Deputy Program Manager physically located?

SMART Program Manager is located in San Diego, CA and the Deputy Program Manager is located in Research Triangle Park, NC. However, both make regular trips to the National Capital Region.

The FOA states that the SMART program “incentivizes students by . . . creating employment for the scholar upon successful completion of their degree” (p.4). What role, if any, will the contractor play in transitioning SMART participants to employment?

The Recipient will ensure that the scholars have successfully completed their academic pursuit to include, but not limited to, validation and verification of degree conferral and GPA, drafting hiring memos and hiring packages for the Sponsoring Facilities, and other tasks related to the transition of the scholars from Phase 1 to Phase 2. The Recipient will not be responsible employing a scholar on behalf of the Department of Defense or processing security clearances for scholars.

C.2 Application and Submission Information, Content and Form of Application Submission

Chapter 3, Past Performance Information references Past Performance Questionnaires. Are questionnaires required to be sent to our past performance references and submitted to the grants office? Where may the questionnaires be obtained?
