NOFO SFOP0010239

Project to Support the Bureau of Western Hemisphere Affairs Race, Ethnicity, and Social Inclusion (RESI) Goals

Questions and Answers March 6, 2024

Question: I was trying to apply to the grant, but it was impossible to do so from the grants.gov website. Is there any other mechanism?

Response: Applications must be submitted through grants.gov. Please reach out to the grants.gov support desk at 1-800-518-4726 (U.S.), 1-606-545-5035 (International), or support@grants.gov for any technical issues with the website. You may reach back out to WHAGrants@state.gov if you continue having issues after contacting grants.gov support.

Question: The FY23 RESI NOFO says that the narrative proposal must have no more than 10 pages (page 17). But, PSI RESI mention 20 pages (page 2). I would like to know which one we need to observe?

Response: Please limit the proposal narrative to 10 pages not including the Table of Contents, Executive Summary, Attachments, Detailed Budget, Budget Narrative, or NICRA. The PSI document has been amended to correct the discrepancy.

Question: Regarding capacity building: it is expected for the proponent to offer VET programs, on-the-job training or other such initiatives for the target population of the project? Or is the goal of the training to build advocacy and leadership capacities in the target population so they can effectively organize?

Response: The capacity building and advocacy training for marginalized population community leaders component should include training to build the capacity of civil society leaders working on identified priority areas in each country on advocacy and management strategies for effective organizing. Applicants may propose job training and other such initiatives in addition to the advocacy and leadership activities, and/or the small grants and capstone component may include such activities for the identified target populations in accordance with the goals and objectives of the NOFO.

Question: Should the training be done directly by the proponent or can it be done through alliances with other organizations in the countries object of the intervention?

Response: Training may be facilitated by the prime grantee and/or any subgrantees or partners identified in the proposal.

Question: I want to know if a civil association from Argentina can apply.

Response: Overseas based NGOs are eligible to apply regardless of country of origin.
