About this file

This document contains a Notice of Funding Opportunity (NOFO) and related questions and answers from the U.S. Department of State (DoS) Bureau of Western Hemisphere Affairs (WHA). The NOFO seeks applications from eligible U.S. and overseas non-profit organizations for a grant of up to $1,973,359 over three years to support WHA's Race, Ethnicity, and Social Inclusion goals in Brazil, Chile, Colombia, Costa Rica, and Mexico. Eligible activities advance reforms promoting equity, equality, and inclusion. The NOFO is assigned to the Bureau of WHA Grant Programs CFDA number 19.750, which supports the bureau's foreign assistance goals. While individuals may be interested in participating, only existing non-profit organizations with 501(c)(3) status or public international organizations are eligible to apply directly. Teams with non-profits are suggested for individuals seeking involvement.

NOFO SFOP0010239

Project to Support the Bureau of Western Hemisphere Affairs Race, Ethnicity, and Social Inclusion (RESI) Goals

Questions and Answers February 20, 2024

Question: For the grant seeking to increase inclusion, would I need to team up with a nonprofit firm? It appears that your grants are restricted to existing nonprofit organizations, etc. Are minority individuals, like myself, prohibited from participating? If so, is there a way to team up with one of the agencies expressing interest in the grant?

Response: As stated in the NOFO, only U.S. Non-profit/non-governmental organizations (NGOs) having a 501(c)(3) status with the IRS or overseas based NGOs, institutions of higher education, and public international organizations (PIOs) are eligible to apply. For-profit companies or individuals are not eligible to apply.
