About this file

This Q&A document from the Oregon Department of Forestry provides clarifications for ITB S-62900-00012487 regarding the Wickiup Common Stand Exams 2025 project in Deschutes National Forest. The document addresses technical specifications for conducting common stand exams across 85 units totaling 2,759.6 acres with 472 total plots. Key requirements include selecting an appropriate Basal Area Factor (BAF) that yields a minimum of 6 trees per plot, measuring heights on Growth Sample Trees (GST) and abnormal trees, maintaining 2 GST per plot (one large >3.0" DBH and one small <3.0" DBH), and following specific protocols for down wood piece counting on transects.

The document includes a detailed unit-by-unit breakdown showing acreage and number of plots for each of the 85 units, ranging from 3.9 to 95.1 acres per unit. Technical specifications allow for grouping seedlings and saplings by species and diameter class with average crown ratio and height measurements. Shapefiles for stands and plots will be provided only to the successful bidder. No pricing terms, set-asides, or funding information is included in this Q&A document.

ITB S-62900-00012487 – Wickiup Common Stand Exams 2025 Q&A

ITB S-62900-00012487

Wickiup Common Stand Exams 2025

Questions & Answers

1. What is the minimum BAF to use on this project? Usually, a 20 BAF is speciied as a the minimum BAF for CSE. Will that be the case here?

Contract states that a BAF will be selected for each stand that will yield a minimum of 6 trees per plot. No minimum BAF required. Usually, a 10 BAF will work, but the successful contractor can select whatever BAF they want for each stand, but they cannot switch BAF’s in between plots within the same stand.

2. How many heights are to be measure on both the Variable and ixed radius plots?

Heights only need to be taken on the Growth Sample Trees (GST) for each plot, along with any trees that have abnormal height due to defect or broken tops. Heights do not need to be taken for every tree.

3. How many GST per plot?

2 GST per plot is adequate. The CSE guide outlines this better and states that one large >3.0 in DBH tree and one small (less than 3.0 in DBH) per plot of the predominate species present.

4. What is the minimum length for tallying a down wood piece? Usually, a minimum of 10’ is used on CSE projects. Will that be the case here?

Since they are doing a Piece Count on a Transect, the piece is tallied if the diameter of the piece that falls along the transect meets the “intersection diameter” criteria speciied on the sample design. So, there is no minimum length if it crosses the transect line.

5. Will seedlings and saplings be group tallied by species and diameter class with an average CR and Height for each class?

Yes, seedlings and saplings (small tree ixed radius plot) can be grouped by species and diameter with an avg CR and Height for each class.

6. Can you provide us a list of the units showing acres and number of plots?

Yes, see the list of units showing acres and plots below on page 2.

7. Can you provide us a shapeile for both stands and plots?

Shapeiles can be provided for the successful bidder that is awarded the Contract.
