QUESTIONS & ANSWERS DOCUMENT RE:

WASSON CREEK RESTORATION PROJECT OB RFP #S-DASOBO-00009132

1.

Q1: RFP 5.3.1 Insurance: Can you provide the insurance limits that will be required for this contract?

ANSWER: See attachment labeled Insurance Exhibit - Services.

2.

Q2: What is the marking/ribbon protocol for the unit boundaries and skip/gap locations?

ANSWER: orange unit boundary ribbon and printed boundary posters; blue for gaps, pink for skips, Red/white stripes for access trails.

3.

Q3: Can you provide the following GIS shapefiles to assist with bidding:

0. Forest management unit boundaries

0. Skip/Gap points

0. S/SE Aspect (higher fire danger) areas shown in Figure 4 of the SOW

0. Any areas that are “no-touch” for access or cable logging tailholds

0. All existing roads, trails, gates, streams

0. SSNER property lines

0. Any known protected resources, if those resources will affect the project/project timing

ANSWER: I have added the shapefiles to this Box Folder: https://oregonstatelands.app.box.com/v/ssnerr-download/folder/247267775659 Individual responses to specific requests:

a. Forest management unit boundaries. A: Shapefile included

b. Skip/Gap points A: Shapefile included

c. S/SE Aspect (higher fire danger) areas shown in Figure 4 of the SOW A: Shapefile included

d. Any areas that are “no-touch” for access or cable logging tailholds A: all areas outside unit boundaries should be considered no-touch, however, specific requests can be assessed as needed.

e. All existing roads, trails, gates, streams A: Access roads and streams shapefile included. Stream shapefile does not distinguish between perennial/ephemeral or fish bearing/non-fish bearing. Gates are located at intersection with West Beaver Hill Road and the two southern access roads in the PA and on the first access road off Hinch Road, where is splits and short spur road heads west. No official trails in PA, access trails are still being mapped.

f. SSNER property lines A: Shapefile included

g. Any known protected resources, if those resources will affect the project/project timing. A. There are no areas of cultural resource concerns in the unit boundaries, an inadvertent discovery plan is included (Wasson Restoration Plan Appendix F) as needed. Occupancy of marble murrelet may influence the timing. Two years of surveys will be completed by August 5th, 2024, until that date assume occupancy and adhere to timing restrictions. If occupancy is recorded prior to August 5th, 2024, then all subsequent work will adhere to seasonal and timing restrictions within the occupied site. The PA is divided into 5 sites, therefore occupancy in one site will not affect work in other sites. Site shapefile can be shared upon request.

4.

Q4: Exhibit E of the Sample Contract states that we must be registered under ORS Chapter 701 if required. Will we be required to register as a construction contractor? A Contractor’s License is not typically required for forestry projects.

ANSWER: No, this registration will not be necessary.
