Question Question Reference Question Answer

1 Draft RFP - A.5

Why is there a limitation on speaking with the government customer at the DRFP stage? As we evaluate the opportunity to better understand the requirement, we would like to meet with the end customer. We have spoken previously with Jerry Hawks about meeting and he was willing to meet to this end. Given the fact this work has been done by a long-term incumbent, we will probably not get management approval to bid the CDTF opportunity if we haven't met with the end customer. I hope you'll relax this position to enable us to meet with the end customer prior to the release of the final RFP.

Meetings (to include various communications such as email, telephone, video-conference, face-to-face, etc.)

may not be held without permission and involvement of the Contracting Officer. Industry Day one-on-one sessions and the question/answer process outlined in the draft solicitation are in place to avoid an unfair competitive advantage for information being shared with only one potential offeror and not all potential offerors. Any question targeted for the end customer can be asked during Industry Day one-on-one sessions with the Contracting Officer present or through the written question/answer process.

Information that comes out of any meeting with a potential offeror will be shared with all other potential offerors. All releasable questions/answers from industry will be shared with all other potential offerors.

2 Draft RFP - A.1

What is the approximate percentage breakdown of work across the four service areas delineated in A.1?

A.1.a. and A.1.c. are anticipated to be more than 25% of the labor hours and cost of the total contract value.

A.1.b. and A.1.d. are each anticipated to be less than 25 % of the labor hours and cost of the total contract value.

3 Draft RFP - L.3.1

Will the customer provide CDTF workload and other background information sufficient for offerors to provide manpower and bill of material (ODC) estimates as required in Volume I proposals?

Based on our review of the draft RFP, for many work scope elements (i.e., Logistics & Maintenance Support, Facility Maintenance), only the incumbent contractor would have sufficient background to provide accurate staffing and BOM estimates.

No.

Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance Draft Request for Proposal - W52P1J-19-R-0134

4 Draft RFP - L.3.3.2

Please provide further explanation of what the Government looking for in the “specific performance narrative” required in this section.

If a proposal states that the offeror will perform each requirement listed in the performance work statements (PWSs), that statement is not enough for an adequate evaluation rating. An offeror must discuss their overall approach for accomplishing the collection of PWS requirements, and provide specific explanation of the requirements specifically identified for evaluation in section L.3.1.

5 Draft RFP - L.3.2.3

In order to increase the pool of relevant past performance and CDTF competitive bidders, we recommend the relevancy/recency definition be extended from 3 to 5 years.

Relevancy/Recency for past performance will remain at 3 years.

6 Draft RFP - L.2.2 (b)

Where does the Government identify which positions it considers “key”? Refer to response in Question 31.

7 Draft RFP - L.3.1.1 (a)

The proposal instructions asks for the offerors approach for performing contract management in accordance with sections 3.1 through 3.1.8 of the umbrella PWS. Its response, is the offeror required to address each “shall” or “will” statement within these sections? Is that also the case with the unique options identified in L.3.1.1 (a) with respect to TO’s 0001 through 0005? Additionally, is the offeror, in its response, required to address all referenced PWS sections/requirements referenced in L.3.1.1?

The PWSs include over one hundred "the contractor shall…" type requirements. Some are more critical for successful performance of the contract than others.

Each offeror must convince the Government that they are capable of performing the spectrum of PWS requirements, with additional emphasis placed on the approach for performing specific requirements specifically identified for evaluation in section L.3.1.

8 Draft RFP - L.3.1.1 (b)

In the statement, “The offeror shall describe its approach…described in sections 3.2.3 through

3.2.5 and 3.5.1 of Task Orders 0001 through 0005 PWSs.” I did not find a reference to section 3.5.1 in these PWSs. Is this reference in error?

Section 3.5.1 exists in the Task Order 0002 PWS, Purchase of RTAP for CMA Option. For clarity, statement will be revised to “The offeror shall describe its approach…described in sections 3.2.3 through

3.2.5 of Task Orders 0001 through 0005 PWSs and

3.5.1 of Task Order 0002.”

9 Draft RFP - M.6.2.5.1 (b)

The definition of Very Relevant Past Performance stating “essentially the same scope and magnitude of effort and complexities” seems to infer only the incumbent contractor would meet this high bar for a Very Relevant rating.

Facility maintenance, training, five year contracts, etc.

can all be used to support relevant past performance.

this is not a question we can answer, we can only state that an offeror's past performance will be judged by how relevent its performance is when compared with the scope of the Solicitation.

Umbrella

PWS - 2.1.1,

PINS

Description, p.

In the description of the PINS and DRCT systems, the Government references related Research and Development efforts. Are these R&D efforts a requirement of the LCLS and CDTF O&M contractor or are they outside the scope of this contract?

The R&D efforts mentioned are outside the scope of this contract.

11 Umbrella

PWS

In the CDTF Umbrella PWS (Attachment 006), Paragraph 2.0, Applicable Documents, you reference several documents that will be made available upon contractor request. We’d like to request a copy of item J (Aerial Photographs of Building Areas to have Ground Maintenance, pdf file, Google Earth, 2015) as we evaluate the requirement and build our basis of estimate.

That item has been deleted from the paragraph 2.0 applicable document list.

12 PWS

SOW sections 3.0 and 6.2 indicate that the Government will provide Internet service and computers. Will the Internet service be a .com or .mil service? If the service is .mil will the services provided also include IT help desk?

The specifics of the internet service are being reviewed and the referenced PWS sections may be revised/corrected in the final RFP documentation.

Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance Draft Request for Proposal - W52P1J-19-R-0134

13 Draft RFP L.3.11

RFP L.3.11 states that subcontract costs shall be proposed CPFF. Is this requirement only for subcontractors that fall under the requirements of L.3.4.9? All purchased goods and services are considered subcontracted IAW FAR but smaller purchases are generally fixed price.

The CPFF contract requirement only applies to contracts with major subcontractors. The language in the formal RFP will be revised accordingly to clairfy the Governments intent.

14 PWS

SOW 3.4.1 provides a dollar amount to be used for estimating purposes; however, there are other areas in the SOW that are difficult to estimate (for example, SOW 3.2.2.4). Will the Government consider adding additional amounts in other areas of the SOW for estimating purposes?

Yes.

15 PWS

SOW 3.2.2.3 includes a requirement to staff E- 2184 but does not clearly include a requirement to purchase spare parts as a direct cost. Estimated cost of spare parts is required by the option in Task Order 5, SOW 3.2.2.5. Is this option the only requirement to include estimated costs for spare parts?

Yes.

16 PWS

There may be some missing requirements in the SOW, such as providing cable TV service and servicing portable toilets. These services do not seem to be provided by the Government nor does the SOW require them.

The omission will be corrected in the final RFP documentation.

17 PWS

SOW 3.2.2.3 doesn’t state that the contractor should be including costs for spare parts and I don’t see it mentioned in 3.1.8. Maybe the Government doesn’t want the cost of spare parts included in the proposal.

Minimal EDS usage, and minimal spare part requirements are anticipated in the near future. The only EDS spare part costs to be included in the proposal should correspond with section 3.2.2.5 of the Task Order 0005 PWS. The use of a plug number will be reviewed and the referenced PWS section will be revised/corrected as needed in the final RFP documentation.

Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance Draft Request for Proposal - W52P1J-19-R-0134

18 General

Will the Government provide offerors a copy of the Recovered Chemical Materiel Directorate organizational structure?

No.

19 PWS

Will the Government provide offerors a copy of the Program of Instruction (POI) for each of the General Mission Oriented Training Courses, Destruction System Courses, Fundamental Courses, and Assessment System Courses?

The training course materials will be provided as part of the final RFP.

20 PWS Can the Government provide additional information on the Instructor Certification process?

Instructor certification should be consistent with IACET standards referenced in section 3.3 of the umbrella PWS. Describe your approach for instructor certification in your proposal.

21 Technical Exhibits

Will the Government provide additional information on PIG Cutting Operations?

The training course materials will be provided as part of the final RFP.

22 PWS Are live explosives used during the EDS training? No.

23 Draft RFP Who does the Government consider Key Personnel? Refer to response in Question 31.

24 Draft RFP Will the Government allow supporting personnel to work from CDTF facilities as is provided with current incumbent?

Yes.

25 Draft RFP Will the Government supply internet, email, and facilities space for supporting personnel?

The specifics of the internet service are being reviewed and the referenced PWS sections may be revised/corrected in the final RFP documentation.

26 Draft RFP

Section 3.2.2.1 EDS Medical Support Response Support, can medical support specified in section

3.2.2.1 be provided utilizing local ambulance provider services?

No, basic local ambulance provider services are not adequate. The PWS section 3.2.2.1 provides detailed requirements for medical support.

Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance Draft Request for Proposal - W52P1J-19-R-0134

27 One-on-One Do you have an approximate number of Full-Time Equivalents (FTE's) required for the Program that you are willing to share?

No, we do not plan to share this information. This is proprietary information for the contractor currently doing the work, and our overall requirement is not for a specific number of work hours or FTEs, it is to perform the overall requirement.

28 One-on-One Some courses are instructor led and some are computer led, how do you manage the training?

Are there annual training requirements?

Two different types of training are described in the PWS. Section 3.3 describes training requirements the CDTF contractor must perform as part of the RCMD equipment support. Section 8.0 of the PWS describes training requirements that CDTF contractor personnel must take for access to a Government Information System and/or to work on Aberdeen Proving Ground. The majority of training requirements supporting RCMD equipment will be accomplished at APG, with specific training to be performed at Redstone Arsenal specified in the PWS.

For CDTF contractor staff training requirements associated with section 8.0 of the PWS, some of the training is computer based, others are in person; and some are an annual requirement while others are only required once.

29 One-on-One What is the biggest challenge for management and logistics support currently? What is most important?

Some of the RCMD equipment is dated and it can be difficult to keep it online due to spare parts availability (normal Diminishing Manufacturing Sources and Material Shortage issues). When research and development activities result in a change to the equipment configuration, the logistics manuals and spare parts inventory have to be updated to remain current. In-house building maintenance is important.

Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance Draft Request for Proposal - W52P1J-19-R-0134

30 One-on-One Facility operations includes repairs and minor construction, is that currently subcontracted work?

The current operating contractor's decision on which tasks to subcontract are a part of its solution, and will not be shared. The Government does not have requirements on which tasks must be performed by the contractor and which tasks can be subcontracted out.

31 One-on-One There were key personnel on the last requirement, are there key personnel required on this?

The Offeror shall specify key personnel. Please refer to paragraph 3.1.1 of the umbrella PWS.

32 One-on-One Will there be a section L&M in the final RFP; we did not see it in the draft? Sections L&M were included in the draft RFP.

33 One-on-One Is there a Government Furnished Property (GFP) list provided?

The GFP list was included as an Exhibit on Beta SAM and was included in the CD provided at the 23JAN20 Industry Day.

34 One-on-One SOW 3.2.2.4 - Emergency Logistics Services -there was a plug number in there last time and it would be helpful if there is one this time.

The use of a plug number will be reviewed and the referenced PWS sections will be revised/corrected as needed in the final RFP documentation.

35 One-on-One L.3.4.8 - Next paragraph contradicts this.

L.3.4.9 refers to subcontractors being selected on a non-competitive basis. Refer to FAR 15.403-3 and FAR 15.403-4 to determine when certified cost or pricing data is required.

36 One-on-One L.3.11 - Does this language mean that all subcontract agreements must be Cost-Plus-Fixed- Fee vs. Time and Material or Firm-fixed price?

The formal RFP language will be clairified to state that a CPFF arragement only applies to contracts with major subcontractors.

37 One-on-One Providing support to other Government agencies is not in the first year PWS but it is in the rest? Correct, this was intentional.

Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance Draft Request for Proposal - W52P1J-19-R-0134

38 One-on-One

There is information missing from the PWS such as the requirement to have cable TV, internet, propane requirements, and the port-a-pot language is difficult to read.

The specifics of these services are being reviewed and the referenced PWS sections will be revised/corrected as needed in the final RFP documentation.

39 One-on-One Where is the requirement now compared to when we left?

The description of RCMD contract support requirements has been improved since the time of the Program And Integration Support Contract (PAISC) tasks. A comprehensive list of all changes to contractor requirements from seven years ago would not benefit the execution of this procurement action.

Only refer to the PWS requirements of W52P1J-19-R- 0134 when preparing your proposal.

40 One-on-One The Chemical Subject Matter Expert (SME) support at Restone Arsenal, can you expand on this?

This question seems to blend requirements from two PWS paragraphs. Section 3.2.4 RCMD Analytical Chemistry Subject Matter Expert (SME) Support is for APG. Section 3.2.5 Redstone Arsenal SME Support is for RSA. The first requirement compliments the in-house RCMD staff capabilities. The second requirement helps keep RCMD informed of project developments at RSA that happen quicker than APG based staff could travel to be part of.

41 One-on-One Option periods - can you provide measurements for the roof etc.?

Recent information from the Department of Public works indicates that the roof replacement will be accomplished by DPW, and the requirement has been deleted from the Task Order 0001 PWS. A new requirement 3.5.1 USACE Project Support Option has been added to the task order 0001 PWS.

42 One-on-One Is an Earned Value Management System (EVMS) required for this? No, EVMS is not required for this action.

Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance Draft Request for Proposal - W52P1J-19-R-0134

43 One-on-One What is used to track equipment and is special access required?

AMC FEM is used to track RCMD mission oriented equipment. The CDTF contractor tracks facility support equipment by a system of their choice.

44 One-on-One Regarding special equipment the Littens is not called out?

The LITANS is described in section 2.1.12 of the umbrella PWS. Some of the LITANS equipment is stored in warehouse E-5060, and some is wrapped and stored on the outdoor concrete pad on the North side of CDTF building E-4516.

45 One-on-One How can a company improve the training that is being offered?

The overall training goal is for RCMD equipment to be operated correctly each time it is used; and also for all equipment operating issues noticed to be successfully diagnosed and corrected to allow completion of each mission. Umbrella PWS section 3.3.3 describes methods to improve the training program.

46 One-on-One If we offered higher than the 8% required for Small Business goals, how would this be viewed?

Performance against the goals will be evaluated in accordance with Section M.

47 One-on-One Will there be a 30 day turn around for proposal submission?

Proposals will be due 30-days from release of the final solicitation.

48 One-on-One Is there a large number of Key Personnel? Refer to reponse to question 31.

49 One-on-One Will you be providing any plug numbers when the solicitation is released?

The use of plug numbers will be reviewed and the applicable PWS sections will be revised as needed in the final RFP documentation.

50 One-on-One

Regarding past performance is it acceptable to submit several references that meet the requirements versus one reference that will meet requirements?

Yes, multiple references can be submitted ; it does not have to be one reference that meets requirements of the entire PWS.

51 One-on-One Can you provide historical staffing data? No, we do not plan to provide this information.

52 One-on-One Regarding the submission of up to 100 pages for the technical volume, do we have to address each paragraph in the PWS?

You have to address what is specfically listed in the Section L and you will be evaluated based on what is listed in Section M.

Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance Draft Request for Proposal - W52P1J-19-R-0134

53 One-on-One Are there any changes in this requirement that are different from the current?

Yes, there has been some work de-scoped in comparison to the current contract, and some requirements have been described differently than before.

54 One-on-One A program manager is typically considered Key Personnel, are there any other positions? Refer to response in Question 31.

55 One-on-One Can you provide a Government Organization chart? No.

56 One-on-One What percentage of this requirement is labor and what is service?

The Government does not specify the total labor hours required as Offerors are expected to propose their own direct labor hours, or are utilizing subcontracts to perform the tasks.

57 One-on-One Can you provide a list of current performing subcontractors?

The Government has a current contract with GP Strategies. GP Strategies hires various subcontractors to accomplish various contract requirements.

58 One-on-One How are we supposed to price what Accurate Energetics does?

The use of plug numbers will be reviewed and the applicable PWS sections will be revised as needed in the final RFP documentation.

59 One-on-One What will make the Government change to another vendor other than GP?

Section L describes how proposals will be evaluated to select the winner.

60 One-on-One Will there be a 5-year option this time? No, there is not a 5 - year option included in this requirement.

61 One-on-One On page 18 of the Umbrella PWS, are support costs to be priced for all years? Yes.

62 One-on-One Paragraph 6.3.11 - please explain the trash pick up requirements such as weekly, daily, or ? As needed.

63 One-on-One What does "consecutive" days mean on page 25 of the PWS? Calendar days.

64 One-on-One Is the turn around for proposal submission 30 days?

Proposals will be due 30-days from release of the final solicitation.

Life Cycle Logistics Support and Chemical Demilitarization Training Facility Operation and Maintenance Draft Request for Proposal - W52P1J-19-R-0134

65 One-on-One There are 18 assessments noted, 2 per year, what is the budget for this?

The yearly RCMD budget funds many support providers including the CDTF contractor. We will not divulge the RCMD yearly budget numbers for this contract.

66 One-on-One Can the training POI manuals be provided? The training course materials will be provided as part of the final RFP.
