PWS, Clause 2.0 - Not all the documents listed were included on the Document Disc provided;
missing c, e, and f thru m. The aerial photographs of building areas are of particular interest
Training course materials will be provided with the final RFP. The reference to the aerial photo will be deleted.
PWS 3.0 - It states contractor shall supply facilities; please define the facilities that need to be supplied by the contractor
The contractor team at the CDTF campus that accomplish the PWS requirements will likely require contractor home office support for business functions such as payroll, human resources, etc. These home office functions are what was intended by "facilities".
PWS 3.2.3 - Can the Government provide an estimated level of effort for this support role similarly as it has done on other support clauses? One full time equivalent.
PWS 3.3.3.5 - For instructor certifications, how and when does a contractor's instructor become certified for the courses listed? And is this something that has to be separately costed in the proposal given the incumbent already has certified instructors on staff?
Umbrella PWS section 3.3 describes the training program requirements, International Association for Continuing Education and Training (IACET) standards, and standard ASQ/ANSI Z1.11-2011 Quality Management Standards - Requirements for Educational Organizations, which provides course and instructor certification/recertification guidelines/requirements. The offeror has to determine how to operate the training program and certify their instructors, and estimate the costs.
25 PWS 3.4.1.1 - References the aerial photograph as 2.g.; should be 2.j. per clause 2 list
The photo is no longer relevant to the PWS requirements and will be deleted from the reference list.
PWS 3.4.1.1 - Are the Wetland/Storm water retention areas within the campus subject to any other requirements other than the 8" grass height?
Such as environmental regulations or are they considered the same as all the other turf areas?
PWS 3.4.1.1 specifically applies to the grounds in and around the campus, not to the storm water management (SWM)/retention areas. SWM/retention area environmental requirements/regulations are established by the installation (APG) Department of Public Works (DPW) environmental office, Maryland Department of Environment (MDE) and applicable federal regulations for wetlands. All Wetland/SWM work must be captured in a plan which is coordinated and approved by APG DPW (reference document on beta.sam titled"CMA Campus stormwater management maintenance RCM00001J approve 08Mar19").
PWS 3.4.4 - Please define "web accessible". Is it your intent to have the schedule posted on a public web site?
No, but the schedue needs to be available to multiple members of the contractor's training and facilities team.

8. PWS, Clause 3.4.7 - Are trash pickup and laundry the only custodial functions? If not; what frequency for other services are being requested or are in place now and need to continue? For example: Vacuuming, Cleaning and restock Restrooms, Clean Kitchens, Clean Refrigerators, Dust horizontal surfaces, clean interior glass, deep clean carpets, etc.?
Trash pickup and laundry are not the only custodial services required. Custodial services include the ones listed in the remainder of the question, plus periodic stripping/waxing of the tile floors, cleaning of the coated floor in the high bay area, power washing building exterior, etc. The various custodial services must be performed at a frequency to maintain the buildings in a clean and safe condition.
Is it possible to get a copy of the incumbent's transition out plan for current contract so we can gain a full understanding of what they are required
No, this information is proprietary and will not be released.
With respect to the PWS unique option construction projects, would the Government consider a follow-up construction trade industry day specific for the construction projects only?
This would benefit the bidding contractors to gain a better understanding of the work scope so bid pricing is more accurate.
No, the Government will not be offering any additional site visits.
