About this file
This document contains information about a Veterans Needs Based Assessment solicitation from the Nevada Department of Veterans Services. The assessment is intended to gather data and document the needs of all veterans in Nevada, with a focus on those who qualify for benefits. The scope of the assessment is statewide, but may oversample veterans in northern Nevada, where the Northern Nevada State Veterans Home is located. The selected vendor will be expected to conduct 2-3 community forums to present the final results, which can be a hybrid of in-person and virtual formats. The Department anticipates a budget range around $25,000 for this work and is open to proposals of varying scope and cost. The vendor selected for this contract may also be asked to provide additional services or solutions based on the findings of the needs assessment, through a separate solicitation or formal request for proposal.
Pricing and funding details are not specified in the document, other than the anticipated budget range. The Department is open to varying proposals depending on the scope of work provided by the vendor. There is no information provided about any incumbent contractor or current environment. The contract term and any renewal options are also not stated.

Sheet1 VS25-102 Veteran Needs Based Assessment
| Questions & Answers | |
| 1. Can you please expand on what you would like to see for “Response to Scope of Work” section in the technical proposal? Are you looking for a reasonable anticipated scope of work broken by phases, key deliverables and timeline? | Please provide a timeline of anticipated phases to conduct a full needs assessment for the department. Please include key deliverables during each of your proposed phases. |
| 2. Are you open to reviewing suggestions for additional tasks? | If you have additional tasks you would propose beyond the initial scope of work, please provide a detailed breakdown of additional tasks and provide a separate cost breakdown for the additional tasks being proposed. |
| 3. What is the anticipated budget range for this work? | Nevada Department of Veterans Services is open to proposals of varying ranges depending on scope of project provided by proposer in a range around $25,000. |
| 4. On page 2, item 2.3.1., is the needs assessment intended to inform the outdoor areas of the Northern Nevada State Veterans Home? Or to inform all activities that the NDVS engages in? The blurb about outdoor areas of the Veterans Home seems oddly specific and out of place. | This was a typo corrected on the form located in Epro, this assessment is regarding all activities NDVS engages in. |
| 5. On page 4, item 7.9, Nevada Business License—is it permitted to obtain the Nevada business license after selection by NDVS? Or should we obtain a license prior to submitting our proposal, in the hopes that we are selected? | License can be obtained following submission of proposal, but must be obtained prior to execution of contract. |
| 6. 8.1.1. – “Vendors are encouraged to submit a single file attachment per proposal section if possible.” In this instance, does “proposal section” mean the nine sections in 8.2 (A, B, C, D, E, F, G), 8.3, and 8.4? Is it preferable to submit one overall PDF with all nine sections inclusive, or would you prefer nine separate PDFs? | Please submit as one inclusive PDF if applicable. |
| 7. Page 4, item 8.1.2., “Technical proposal information and Cost proposal information shall not be included in the same attachment.” Does this mean that in our item 8.2.C., “Response to Scope of Work”, we should NOT respond to Item F of the “Scope of Work”, which is “Cost Proposal”? We were planning that our “Response to Scope of Work” document would follow the formatting of the “Scope of Work” precisely, including responses to the following sections: A) Objective, B) Target Population, C) Key Tasks, D) Deliverables, E) Timeline, F) Cost Proposal, G) Quality Assurance, H) Ethics and Confidentiality, and I) Reporting and Dissemination. But per item 8.1.2. in the solicitation, that is not recommended because that would combine proposal information and cost information in the same attachment. So can you confirm that when we create the “Response to Scope of Work”, on Item F) Cost Proposal, we should just say, “See separate attachment”. | Please submit the technical proposal to include section F, see separate attachment and utilize provided cost proposal worksheet. |
| 8. On page 4, item 8.3. A. Certificate Liability of Insurance. Is this referring to the vendor’s blanket Certificate Liability of Insurance currently on file, or should we submit the Certificate Liability of Insurance including the Additional Insured Endorsement as stated in the “Standard Form Contract/C. Evidence of Insurance” requirements? That is, can we wait to get an Additional Insured Endorsement for when we have been selected for the contract, or should we have it when we submit the proposal? | Please provide a current vendor blanket COLI, a certificate listed with Nevada Department of Veterans Services will be required upon decision of awarded vendor. |
| 9. The “Terms and Conditions” document states that all questions should be submitted using the Bid Q&A feature in NevadaEPro.com, but the solicitation says to send all correspondence by email to Jacob Clodfelter. Should we do both? Is one sufficient? When we submit the proposal, is it OK to submit one overall PDF by email, or do we need to upload a formal bid to NevadaEPro.com? | All questions submitted in both formats will be answered and uploaded to Epro and provided to all vendors who e-mailed questions directly to single Point of Contact Jacob Clodfelter. |
| 10. Is there a ballpark budget/not-to-exceed amount? I ask because we can design a bare-bones needs assessment for $10k, a good needs assessment for $100k, and a great needs assessment for $1M. So setting budget expectations would be very helpful! | Please see answer to question number 3 regarding budget. |
| 11. Is NDVS interested in gathering data/documenting needs for ALL veterans (e.g., including those who received a less than honorable discharge or a dishonorable discharge and who may not be eligible for benefits)? Or only those who are eligible for benefits? | Nevada Department of Veterans Services is looking for data related to all Veterans, but specific focus primarily on those who would qualify for benefits, as most programs have eligibility requirements. |
| 12. What is the scope of the needs assessment? The RFP mentions the Northern Nevada State Veterans Home and the development of the facilities. Will the needs assessment be statewide, but focus on northern Nevada? That is, do you want us to oversample veterans and others who would be served by the Northern Nevada State Veterans Home? | Please see answer to question number 5, needs assessment should be for all Veterans statewide. |
| 13. The Scope of Work mentions community forums to present the final results. About how many community forums should be planned? Where will these forums be held (e.g., across the state? At specific NDVS offices/facilities?)? Can some forums be in-person and others virtual? | We anticipate 2-3 forums for these results to be presented to and can do hybrid in-person & virtual opportunities for these forums. |
| 14. If vendors have potential solutions to areas identified throughout the needs assessment can they propose solutions as part of this proposal or will it be a separate RFP? | Nevada Department of Veterans Services anticipates solutions to be part of the final report provided by awarded vendor. Any areas identified to require additional services to be rendered will be done through an additional solicitiation or formal request for proposal depending on scope of projected gap. |
