About this file

This is a Vendor Questions and Answers document for RFQ# 24-411-20, a TSCA Sediment Design Statement of Qualifications (SOQ) opportunity issued by the Wisconsin Department of Natural Resources (WI DNR) in coordination with the U.S. Environmental Protection Agency (USEPA), Great Lakes National Program Office (GLNPO), and non-federal partners including the City of Milwaukee, Milwaukee Metropolitan Sewerage District (MMSD), Milwaukee County Parks, and We Energies. The selected consultant will serve as a contractor responsible for remedial design work related to TSCA sediments in the Milwaukee River. The consultant will be required to comply with Quality Assurance Project Plan (QAPP) requirements and other specified compliance items outlined in the RFQ sections. General discussions of concepts and views important to remedial design are encouraged in the SOQ submission, though a specific scope and approach are not required at this stage. The awarded contract is anticipated to include time for the contractor to review available reports and data, develop recommendations for additional pre-design investigations, and conduct investigations based on that work.

Submission requirements specify that SOQs must be submitted via email with a 35 MB file size limit, and all pages including covers and appendices count toward the total page count; exhibits and graphics are not required to be in Calibri 10pt font. Documentation of federal Disadvantaged Business Enterprise (DBE) outreach is not required in the SOQ submission, and DBEs or Disabled Veteran-Owned Businesses (DVBs) are not mandatory if services are performed entirely in-house. Design coordination with non-TSCA sediment remedial design efforts is anticipated through communication and sharing of design concepts with EPA GLNPO and its contractor throughout the design process. Hydrodynamic modeling and sediment transport modeling are not anticipated needs for this project, and hydrodynamic assessments have not been completed for the Milwaukee River reaches in question. All available reports, data, topographical surveys, bathymetric information, side-scan sonar results, debris surveys, stormwater and NPDES discharge information, and utility and bridge crossing details will be provided to the selected contractor upon contract execution.

Will awardees under this opportunity be “contractors” or will they be “subrecipients” within the meaning of 2 CFR 200.331? If awardees will be “contractors,” what compliance requirements or limitations does WI DNR intend to impose on contractors?

5.Q:Are front and back covers allowed?
5.A:Covers are acceptable.
6.QAre attachments / appendices allowed?
6.A:Sections can refer to attachments/appendices, but all pages count toward total page count.
7.Q:Are DBEs / DVBs required if we perform all services in-house?
7.A:No.
8.Q:Could WDNR (or USEPA/GLNPO) provide access to the technical reports prepared for the applicable reach of the Milwaukee River?
8.A:The available reports and data will be provided to the selected contractor once a contract is executed. It is anticipated that the awarded contract will include time for contractor to review and develop recommendations for additional pre-design investigations and conduct investigations based on that work. A specific scope and approach are not required in the Statement of Qualification, but general discussions of concepts the consultants’ views as important to the remedial design are encouraged.
9.Q:Could WDNR (or USEPA/GLNPO) summarize recent topographical/bathymetric survey results for the selected reaches?
9.A:The available reports and data will be provided to the selected contractor once a contract is executed.
10.Q:Could WDNR (or USEPA/GLNPO) summarize recent side-scan sonar or debris surveys for the selected reaches?
10.A:The available reports and data will be provided to the selected contractor once a contract is executed.
11.Q:Are hydrodynamic modeling or sediment transport modeling work anticipated for the project? If not, have hydrodynamic assessments been completed and reported for the reaches of the Milwaukee River?
11.A:These are not anticipated as needs for this project. Hydrodynamic assessment have not be completed for the reaches of the Milwaukee River.
12.Q:Could WDNR (or USEPA/GLNPO) provide additional summaries about stormwater and NPDES discharges in the reaches of interest?
12.A:The available reports and data will be provided to the selected contractor once a contract is executed.
13.Q:Could WDNR (or USEPA/GLNPO) provide details on utility and bridge crossings, especially related to armored areas or bridge passage elevation tolerances?
13.A:The available reports and data will be provided to the selected contractor once a contract is executed.
14.Q:Who are the non-federal partners mentioned in the RFQ?
14.:AThe non-federal sponsors under the GLLA project agreement are the DNR, the city of Milwaukee, Milwaukee Metropolitan Sewerage District (MMSD), Milwaukee County Parks and We Energies.

15.Q: Please explain how the remedial design (RD) for the TSCA sediments is expected to be coordinated with the RD for the non-TSCA sediments, considering that the remedial actions for both may or may not be performed concurrently.

15.A: The coordination is anticipated be communication and sharing of design concepts with EPA GLNPO and its contractor throughout the design process.
