About this file

This document is a Questions and Answers response to Request for Information (RFI) 2017-26 issued by the State of Colorado's Office of Information Technology (OIT). The RFI seeks to identify third-party services and solutions needed for integrating multiple IT systems and tools. The project encompasses integration efforts involving CA Technologies' suite of tools (Service Desk Manager, Unified Self Service Portal, Asset Manager, Service Catalog, and Xtraction), Dell One Identity Manager (D1IM), and CA Clarity on Demand. The user base for Dell One Identity Manager is approximately 1,075 users sourced from CA SDM Contacts and Active Directory, with approval workflows consisting of five or fewer levels. OIT intends to issue a single RFP/engagement for all work efforts rather than separate procurements.

Funding for this project has not yet been secured, and the RFI was issued in part to establish budgetary parameters. No incumbent contractor exists for this initiative as it represents a new project prioritized by Executive Leadership. Currently, OIT maintains contracts with CA Technologies and Dell for support and maintenance services, with both vendors serving as incumbents for at least two years. The current environment consists of on-premise CA tools with limited integration to Dell products, restricted primarily to account provisioning and de-provisioning functions. The RFI did not receive third-party vendor assistance in its development, and the state is withholding disclosure of the technical contact or project manager for this effort.

Questions and Responses

Number
Question
Response
1
Has funding been secured for the project? If so, how much does the state anticipate spending?
No that is one of the reasons for this RFI, to give us a budgetary number.
2
Is there an incumbent contract for the system? Would it be possible to get a copy of the contract?
No incumbent this is a new project.
3
Are you able to provide any drivers behind this effort that are not listed within the RFI?
None other than this is a priority for our Executive Leadership.
4
Has the Office determined a funding source for the project? If so, are you able to indicate which source may be used?
Please see response #1
5
Will the Office obtain any third party services as part of this overall effort? If so, please indicate which services may be needed, the anticipated procurement method and approximate time frame.
Yes, OIT is looking to obtain third party services. This RFI is in an effort to better understand services needed and approximated duration of project.
6
Did the Office have any third party assistance with the development of this RFI? If so, please indicate which vendor provided assistance.
No.
7
Has the Office determined an estimated cost for this effort? If so, are you able to indicate the anticipated cost?
Please see response #1
8
Who is the technical contact / project manager for this effort?
We are not disclosing a State program contact.
9
Which vendor provides the SDM, CSP and the D1IM; and approximately how long have they been the incumbent?
We currently contract for support and maintenance with the appropriate vendors. I.E. We work closely with CA Technologies for the CA suite of tools and Dell for Dell 1. Both vendors have been incumbent for at least the last 2 years. Pending product and services this may vary with each vendor.
10
Section 3, Project Assumptions:

Can you elaborate on how the following systems would be impacted with the integration between D1IM and SDM/CSP? How are these systems integrated with D1IM or SDM/CSP?

o IT Asset Manager o Service Catalog o XTraction o Clarity on Demand CA suite of tools are currently ‘integrated’ today. This includes Service Desk Manager, Unified Self Service Portal (CSP), Asset Manager, Service Catalog, and Xtraction. These tools are all on premise. Clarity on Demand (Aka CA PPM) is on hosted by CA and is not integrated with the rest of the CA suite of tools.

There is limited integration with Dell product. It is only provisioning and de-provisioning accounts for OIT staff in CA PPM and there is limited account provisioning for CA Service Management tools.

11
What's the user base (Number of Users ) for Dell One Identity Manager ? Source of Users for Identity Manager is HR or Active Directory ? How many levels of approvals we can assume for Access Request ?
1, 075 users. Current Source is CA SDM Contacts for our global search on users, # of levels for approval is 5 or less.
12
The RFI indicates that there are, at a minimum 6 different requirements. Are you able to indicate whether or not a single RFP will be released for all 6 or if separate RFP's may be released? If separate, are you able to provide the break down of them
OIT is not looking to break up this work effort. It would be a single RFP/engagement.
