Q&A Solicitation 040ADV-25-R-0016 GPO – NARA 4th Floor Renovation

Q.1 Would it be possible to include site photos in the RFI responses?

RFI responses will be written.

Q.2 Can the Government confirm if the following document types are or would be count(ed) against the 120-page limit associated with this solicitation: cover, title page, table of contents, first page?

Cover, title, table of contents and first pages are NOT counted against the 120-page limit.

Q.3 For “graphic presentations, including tables” may offerors use 11x17 pages? If so, would each such page count as one or two pages against the 120-page limit associated with this solicitation?

Offerors may use 11x17 sheets for graphic presentations. Each 11x-17 will be counted as a single page.

Q.4 Volume 3: “The Offeror shall submit a comprehensive Quality Control/Quality

Assurance (QC/QA) Management Plan.” Is the Government looking for a summary or a draft of a complete, post-award-type submittal? If the latter, these plans are often 50 pages or more; can the Government confirm if this Plan is excluded from the 120-page limit?

A full, post-award level plan is not required. Please adhere to the solicitation instructions.

Q.5 Volume 3: “The Offeror shall submit a comprehensive Safety Plan.” Is the

Government looking for a summary or a draft of a complete, post-award-type submittal? If the latter, these plans are often 50 pages or more; can the Government confirm if this Plan is excluded from the 120-page limit?

See response to Q.4.

Q.6 Volume 3: “An Accident Prevention Plan (APP) is required for this contract and must be job site specific.” Is the Government looking for a summary or a draft of a complete, post-award-type submittal? If the latter, these plans are often 50 pages or more; can the Government confirm if this Plan is excluded from the 120-page limit?

See response to Q.4

Q.7 Volume 5: “The offeror’s proposal submission must include a minimum of three completed past performance questionnaires, but no more than five completed questionnaires, to enable proper evaluation. An offeror may submit other forms of past performance records as supplemental information, including CPARS. The supplemental information, however, may not be submitted in lieu of the PPQ form.”

Would the Government reconsider and allow offerors to submit CPARS in lieu of new PPQ forms submitted directly to the Government? Such existing federal-form evaluations are designed for this purpose and would evaluate the relevant categories.

Evaluators/references are often reluctant to complete new evaluations when existing evaluations are already available and have already been completed for this type of situation and purpose. In addition, over a multi-year look-back, references are very often no longer available. These are circumstances that are beyond an offeror’s control and that can impact proposal scores unnecessarily and an offeror’s ability to present its most recent and relevant work. Allowing such existing evaluations – in lieu of new PPQ forms – helps offerors provide the best experience information and most thorough proposals possible for the Government’s consideration. And because they would be evaluations on official, federal forms, they would still allow the Government to assess offeror past performance effectively.

Offerors must comply with all solicitation instructions. CPARS may be submitted as supplemental information; however, supplemental information cannot be used as a substitute for the required questionnaires.

Q.8 Volumes 1 and 6: Can the Government confirm if offerors should count the information applicable to these two Volumes against the 120-page limit associated with this solicitation?

Except for tables of content, the cover page, and the first page, all sheets will count against the 120-page limit.

Q.9 Please share the Sign In Sheet.

The Sign-In sheet was posted on 4/1/2026 in Amendment 040ADV-26-R-0016- C0001

Q.10 Please confirm if a single, duly qualified individual may ""triple hat" and serve as the project superintendent, QC Manager, and SSHO.

No. Key personnel roles shall be filled as specified and may not be combined.

Q.11 Is US Citizen mandatory at the Job site?

US Citizenship is not explicitly listed as a mandatory requirement for all labor; however, all personnel working on-site must be able to pass a rigorous federal background investigation to obtain a Public Trust Clearance.

Q.12 Please share the photos of the site visit.

RFI responses will be written.

Q.13 Are there FF&E requirements in this project?

According to the Sheet Index and Scope of Work (Sheet G-002), the project distinguishes between permanent construction and equipment through a phased approach. For Phase 1, there are no FF&E (Furniture, Fixtures, and Equipment) requirements; the scope is strictly for a "warm lit shell" and full MEP infrastructure.

However, Phase 2 contains significant equipment requirements, specifically the furnishing and installation of the High-Density Mobile Shelving System in both the North and South wings, as well as three (3) specialized Dehumidifiers.

Q.14 Is there any amendment forthcoming with extension of bid date? Please advise.

Yes. The proposal submission due date will be extended.

Q.15 Can we use the original PPQ issued by the clients for the technical?

The technical volume imposes separate instructions. The PPQs exclusively apply to the past performance volume.

Q.16 Is Bid Bond or bonding capacity letter required for this solicitation?

Yes. A Bid Bond and Certificate of Insurance (COI) are required at time of award.

Q.17 Can we utilize the subcontractors experience for technical requirement?

Subcontractor experience is permitted for the technical volume.

Q.18 Is there any page limit for each factor, please advise?

No. The length of each volume is at the offeror’s discretion.

Q.19 What are the access requirements to the building for the awardee contractor and its subcontractor personnel? Will we get a badge for the duration of the contract for every individual or day passes?

Please review Section H of the solicitation, specifically the following: Security Clearances, Badging Protocol, Badge Security, and Roster Management.

Q.20 Is the project required to be performed by US Citizens only?

See previous response.

Q.21 All work will be performed during normal business hours. What about selective demolition and features of work that generate noise?

All selective demolition, core drilling, powder-actuated fastening (Hilti guns), and heavy hammering that generate significant noise or vibrations must be performed after normal business hours or on weekends. The "After Hours" window is typically defined as 4:00 PM to 12:00 AM.

Q.22 Please provide contact information for the firms that are currently maintaining the fire alarm and sprinkler systems in the building.

Per Specification Section 284621.11, the awardee must coordinate all system shutdowns, "fire watches," and final tie-ins with the GPO Fire Marshal and the building's incumbent maintenance contractors. All work performed on these life-safety systems must be scheduled at least 48 hours in advance and will typically require oversight by the building's maintenance personnel.

Q.23 Are the 12" x 12" ceiling tiles free of asbestos?

The existing 12" x 12" and 1" x 1" spline ceiling tiles throughout the 4th-floor project area are classified as Asbestos-Containing Material (ACM). Both the tiles themselves and the adhesive mastic used to secure them have tested positive for asbestos.

Additionally, the contractor is responsible for the full abatement and disposal of these tiles in accordance with 29 CFR 1926.1101. This work must be completed by a licensed abatement subcontractor under negative-pressure containment before any new MEP infrastructure or architectural finishes are installed in Phase 1.

Q.24 Has all the asbestos and lead paint been abated in the areas work is to be done?

Lead-based paint is present on several existing structural elements and masonry walls.

Additionally, all costs associated with the testing, monitoring, removal, and legal disposal of these hazardous materials must be included in your proposal pricing for the Phase 1 CLINs.

Q.25 Is 3rd Party Testing required for communications cabling?

Yes, according to Specification Section 271500 (Communications Horizontal Cabling), third-party testing and certification are mandatory requirements for this project.

Q.26 Is it possible to get the permitting procedure for the building? Does any of the permitting have to go through other agencies like Historical Preservation groups, Washington DC Permit offices, etc?

Because this project is located on federal property, is the building is generally exempt from the District of Columbia Department of Buildings (DOB) / DCRA permitting process. You are not required to pull standard Washington DC building, electrical, or plumbing permits for work performed within the facility. However, project permitting is managed internally through the GPO Agency Support Operations Business Unit and the NARA Facility Manager.

Q.27 Will the contractor be given a manifest or material list for deliveries they are to sign for?

The Government will not provide a master manifest or material list for contractor-purchased items. The contractor is solely responsible for tracking their own orders, maintaining their own procurement logs, and verifying that all deliveries match their approved submittals and purchase orders.

Q.28 Specs say CAT6 UTP but next sentence says "Shielded Cable is specifically required for all ethernet applications within integrated automation (DCC) systems". Please clarify is it CAT6 UTP or CAT6 STP?

Where conflicting requirements are indicated, the more stringent requirement shall govern. Accordingly, provide shielded Category 6 (CAT6 STP) cable for all Ethernet applications within the integrated automation (DDC) systems.

Q.29 Who is to install the wire mesh cable tray, Electrical or low voltage contractor?

The Electrical Contractor is responsible for furnishing, installation, and structural support of the wire mesh cable tray system. This includes all threaded rod hangers, wall brackets, and intersections required to create a continuous pathway throughout the 4th-floor corridors and into the telecommunications rooms.

Q.30 Can the Wiremaid Pro-10 Series tray be substituted?

Per Specification Section 260536: The wiremaid Pro-10 Series is listed as a basis of design. Under federal procurement guidelines, you may propose a substitution, provided it is an "approved” equal.

Q.31 Would a LAN-Tek IV cable tester be an adequate substitute for a Fluke or Agilent tester?

Yes, the TREND Networks LANTEK IV-S (or IV series) is generally considered an adequate substitute and an "approved equal" to the Fluke DSX series or Agilent testers.

Q.32 Is there ethernet cabling requirement beyond the cameras noted on the drawings?

Security Control Panels: Ethernet drops are required for the DMP (Digital Monitoring Products) alarm panels and any secondary network-connected power supplies to allow for remote monitoring and head-end communication.

Card Readers and Door Controllers: some hardware uses specialized security cabling, all IP-based door controllers and any "intelligent" power controllers in the security closets require a CAT6 ethernet connection to the security VLAN.

Q.33 What is the delivery procedure to the building? Off-site inspection or setup with building security?

The contractor must submit a Delivery Request Form to the COR and the GPO Security Office at least two business days in advance of any major delivery.

Q.34 What devices are the Security Contractor responsible for furnishing and installing in

HW-2 and HW-3 Door Hardware Sets? (Card Reader, Door Contact, REX Motion, REX Push Button. Electrified Hinge, Electrified locks).

Card Readers: Furnish and install at the exterior/entry side of the door.

Door Contacts (DPS): Furnish and install (typically recessed in the frame/door top).

Request-to-Exit (REX) Motion Sensors: Furnish and install on the secure side of the opening.

REX Push Buttons: Furnish and install (required specifically for HW-3 emergency override/egress compliance).

System Integration: All low-voltage wiring from these devices back to the Security Control Panel.

The detailed technical requirements for this equipment can be found in Specification Section 10 56 26 (High-Density Mobile Storage Units) and Section 10 56 13 (Metal Storage Shelving).

Q.43 Who is responsible for the third-party testing/inspections?

The General Contractor is responsible for hiring, coordinating, and paying for all third-party testing and inspection services required by the contract documents. These agencies must be independent of the contractor and approved by the Contracting Officer's Representative (COR) prior to performing work.

Q.44 What are the working hours?

Monday through Friday: 7:00 AM – 3:30 PM.

Q.45 Sheet A702 - Detail E6 notes that there is an add alternate for brick infill at Central shafts 1-10. This work is to include new doors. This alternate work is not noted in the RFP/Price schedule, and these doors are not shown on the door schedule. Please confirm that an alternate for the work shown on Sheet A702 - Detail E6 is to be

Base Bid vs. Alternate: While the architectural detail notes this as an "Add Alternate," the Government has determined that this work is not required for the functional completion of the NARA 4th Floor Renovation currently.

Q.46 Provide a cut section or detail for new drywall element at E5 & D5/A702

The drywall must extend from the finished floor through the suspended ceiling grid and terminate at the underside of the structural deck above.

Q.47 Wall type SOZ shown on A801 appears to indicate in-wall insulation but does not call it out. Please confirm insulation will not be used on wall type SOZ.

Wall Type SOZ is a specialized "Archival Partition" designed for acoustic separation and thermal stability:

(1) Insulation Requirement: 3-1/2" thick Mineral Wool Sound Attenuation Fire Batts

(SAFB).

(2) Framing: 3-5/8" 20-gauge metal studs at 16" O.C.

(3) Facing: 5/8" Type X Gypsum Board on both sides, extending slab-to-slab as defined in Q.46.

Q.48 Notes AD14 and AD15 on AD102 as well as notes AF23 and AF24 on A102 call for patching in Existing Mechanical Room A421 walls. Please advise on wall types being patched.

Based on the Existing Conditions Survey and the Architectural Demolition (AD) series drawings, the walls within and surrounding Mechanical Room A421 consist of two primary construction types. The patching required by the notes mentioned shall match these existing assemblies:

(1) Concrete Masonry Unit (CMU) Walls: Where old piping, conduits, or ductwork are removed (per notes AD14/AD15), the contractor must infill the openings with matching CMU blocks.

(2) Finish: The patch must be finished with a sand-finish mortar joint to match existing.

In areas visible to the public or office staff, a skim coat of plaster or joint compound may be required to achieve a flush, paintable surface (per notes AF23/AF24).

(3) Fire Rating: Because Room A421 is a mechanical shaft/space, these walls are part of a 2-hour fire-rated assembly. All patches must be fully grouted, and any remaining gaps must be sealed with UL-listed fire-stopping mortar or intumescent sealant.

Q.49 B4/A703 shows the lightweight concrete topping abutting the face of the furring wall that goes around the perimeter of the floor. Partition detail SOZ on A801, however, shows the concrete topping passing under the furring wall and abutting a piece of blocking. Please advise if the concrete topping is to abutt the face of the furring wall or pass under it.

The lightweight topping is non-structural. Mounting the furring wall directly to the structural slab provides a more stable substrate for the wall framing than mounting it on top of the topping material.

Q.50 Price schedule "J.6+-+Cost-Price+Proposal+-+Excel+NARA" includes 6 CLINs while the RFP-Section B includes 1 CLIN. Is this project to be priced as a single lump sum or broken into the 6 CLINs in the Excel Price schedule?

The project must be priced using the six-CLIN breakdown as provided in Attachment J.6 (Excel Price Schedule). While Section B of the RFP may show a single aggregate CLIN for administrative summary purposes, the detailed cost breakdown in the Excel document is mandatory for a responsive bid.

Q.51 The bid documents are broken into Phase 1 - Architectural and HVAC upgrades minus the dehumidifier work and Phase 2 - Installation of high bay storage systems and dehumidifiers. The CLINs in the Price Schedule do not appear to align with the phasing in the Bid documents. Is this project to be priced as a single lump sum or priced

Phase 1 (Abatement, Demo, HVAC Upgrades): This work should be distributed across CLIN 0001 (Abatement/Demo) and CLIN 0002 (Infrastructure/MEP).

Phase 2 (High-Density Storage & Dehumidifiers): The storage systems should be captured under CLIN 0004, while the dehumidification units and their specialized integration fall under the remainder of CLIN 0002.

While the final award will be a Firm-Fixed-Price (FFP) contract, the Government requires the "lump sum" for each CLIN to be backed by the detailed line items in the Excel sheet.

Q.52 Elevations D5 and E5 on A702 show a type wall "S" surround at Stair 2 and 3 which is to receive P-1 as the finish. The Partition Plan (A801) does not show a type "S" wall.

Please provide a detail for an "S" wall. Provide a cut section of elevations D5 and E5 on A702.

The omission of the “S” wall designation on Drawing A801 is acknowledged.

For bidding purposes, provide a wall assembly consistent with the adjacent partition types shown on A801, configured as required to receive finish P-1 as indicated on A702.

A detailed wall type designation and associated section/cut detail for the “S” wall will be provided by amendment. No additional compensation will be provided for coordination of this condition.

Q.53 Please advise on base and head condition requirements for wall types shown on A801 especially for the head condition at the brick arches.

Base and head conditions for the wall types shown shall be as detailed on the drawings and specified in the contract documents. At locations where wall heads occur adjacent to or beneath existing brick arches, provide framing and attachment as required to accommodate the existing conditions while maintaining the design intent.

The Contractor shall field verify all existing conditions and coordinate installation accordingly.
