About this file

The document QA Mobile medical shelter~1.docx is a procurement file from the Illinois Department of Public Health (IDPH) soliciting five rapidly deployable mobile medical shelter systems through a competitive bidding process. The solicitation (number 25-482DPH-PREPD-B-47752) requires a comprehensive shelter system including five mobile shelter units, five kitchenette buildings, five restroom buildings, two mobilization trailers, and associated equipment. The shelters must be configurable for emergency preparedness, capable of housing up to three quarantined individuals, and adaptable as mobile clinics or offices during public health emergencies. Electronic bids are due by May 30, 2025, and must remain valid for 180 days. The contract will have an initial twelve-month term with a maximum total contract duration of ten years, with all items required to be delivered within 90 days of contract signing.

The procurement emphasizes specific technical requirements including rapid setup within 15 minutes without tools, negative air pressure filtration, HVAC systems capable of surgical-level disinfection, and ADA compliance. The state has established a 1% Business Enterprise Program (BEP) goal for businesses owned by minorities, women, and persons with disabilities, with potential vendor tax credits for hiring qualified veterans or ex-offenders. Subcontracting is limited to 49% for non-small businesses, and there is a preference for domestically manufactured products. Funding will come from the IDPH budget, potentially involving partial or full federal funding. The state reserves the right to award the contract to the lowest-priced, responsive, and responsible bidder, with vendors required to complete comprehensive disclosure forms and demonstrate compliance with state procurement regulations.
