About this file
This Q&A Memo addresses inquiries submitted by prospective bidders for the 2026 Roof Repair and Recoating Project in Richmond County, a sealed bid solicitation issued by the New York State Office for People with Developmental Disabilities (OPWDD) Contract Management Unit. The project involves roof repair and recoating services at the Staten Island Developmental Disabilities State Operations Office located at 930 Willowbrook Road, Staten Island, New York. Work encompasses liquid-applied roof coating and membrane repairs to three buildings (12G, 14E, and 40B) and must be completed within thirty days of final approval by the Office of the State Comptroller. The mandatory site visit occurred on August 5, 2026, at 10:00 a.m., and questions were due by August 12, 2026, with responses issued on August 19, 2026. Contract award was expected on September 16, 2026, with a contract start date of October 1, 2026. Normal working hours are 8:00 a.m. to 4:00 p.m., with buildings remaining occupied during business operations.
Key clarifications from the Q&A include that OPWDD will not accept reinforced high solids silicone roof coating as an alternative to specified materials, moisture scans are not required, and one-way moisture relief vents cannot be added to the project specifications. No bid bond is required as this is classified as a maintenance project rather than construction. OPWDD will issue the site safety plan, and no Department of Buildings filing is required as OPWDD is a self-permitting agency. The existing roof material should not be disturbed, though the tar used in flashing and pitch pockets contains asbestos-containing material. No roof testing is required before or after application. A project schedule is required in a format to be provided by OPWDD Capital Services. Prevailing wage requirements under New York State Labor Law Article 8 apply, and all contractors and subcontractors must be registered with the New York State Department of Labor in accordance with Labor Law 220-i prior to bid submission.

Re: 2026 Roof Repair and Recoating Project in Richmond County IFB SI 090226
Questions and Answers:
Below is a compilation of the questions received for this bid. Questions that were repeated, or of a recurring nature, were consolidated. Thank you very much for your interest.
1. Question: We would strongly recommend a moisture scan followed by a silicone roofing system. Would a reinforced high solids silicone roof coating be acceptable for application for this project as it should meet or exceed the technical data listed in the specifications?
Answer: While OPWDD will consider coatings that meet or exceed the data listed in the specifications, a reinforced high solids silicone roof coating would not be acceptable for application for this project.
2. Question: Can a moisture scan be performed? Either by the contractor or via third party?
Answer: No, OPWDD does not require a moisture scan to be performed as part of this project.
3. Question: Would you accept one way moisture relief vents to be added to the specification to alleviate and reduce moisture and evaporation?
Answer: No, OPWDD will not allow one way moisture vents to be added to this project.
4. Question: What are the bid bond requirements for this project?
Answer: There are no bid bond requirements for this project as it is classified as a maintenance project, and not construction.
5. Question: Is there an assigned location for project staging?
Answer: A staging area will be provided by the facility; however, the contractor will be responsible for providing protections and safeguards as this is an active campus.
6. Question: Are site safety plans required, and what regulations must be followed?
Answer: A site safety plan will be issued by OPWDD.
7. Question: Is this a City or State DOB filed project and are permits required?
Answer: This is a NYS project and OPWDD is a self-permitting agency. No filing with DOB is required.

8. Question: What are the working hours? If the working hours are 8 a.m.–4 p.m., will each building be occupied while roof work is ongoing?
Answer: Normal working hours are 8:00am to 4:00pm.,The buildings will be occupied during the normal business hours of 8:00 am to 4:00 pm.
9. Question: Was there any asbestos investigation done and is there a report?
Answer: The roof material should not be disturbed as part of this project. However, we do have environmental repairs. The tar for the flashing and pitch pockets is ACM.
10. Question: The contract calls for work to be completed within 30 days of the award date. Is the award date the Notice to Proceed (NTP)? Must all roofs be finished within those 30 days or is that 30 days for each roof?
Does the 30 days include the submittal process?
Answer: Work is to be completed withing 30 days of final approval by the Office of the State Comptroller (OSC).
Work on all roofs must be completed within 30 days of the approval date.
11. Question: Is a project schedule required? If so, what format/type is required?
Answer: Yes. OPWDD Capital Services will provide the format for the project schedule.
12. Question: Is any roof testing required before or after the roofing work is completed?
Answer: No. This project is only to apply roof coating to the existing roofs.
13. Question: Sections of roofing on roof 40B are water-damaged; should these be recoated or replaced?
