About this file
This file is a Questions and Answers document related to ITB S-62900-00010899 for GNA Heritage Surveys for the Wallowa Valley Fuel Break, a cultural resource survey project conducted by the U.S. Forest Service. The project encompasses 7,349 acres within the Wallowa Valley area and requires contractors to conduct heritage and ethnographic surveys to identify and document cultural resources. The contractor must inspect locations identified during pre-field review of historic and ethnographic documents for potentially unrecorded cultural resources, with documentation of eleven previously recorded sites in the Forest Service Database. Required tasks include field survey work to identify and record cultural resources, with the completion of USFS resource forms (SHPO forms are not required). The contract includes mandatory survey tasks covering the entire project area, with optional tasks available for additional survey areas identified through supplementary sources such as OARRA records, GLO plats, and ethnographic resources.
Shovel probing is to be conducted during mandatory survey work when subsurface deposits are suspected, used to delineate boundaries or confirm the status of isolated finds versus sites, or at previously recorded site locations where depositional environments indicate potential subsurface components. However, systematic probing at non-site locations is not included in this contract. Additional survey areas identified within the Area of Potential Effects (APE) would be counted under optional tasks rather than requiring a separate contract amendment, allowing for flexibility in scope management while maintaining cost control through the optional task pricing structure detailed in the ITB.

GNA Heritage Surveys for the Wallowa Valley Fuel Break
Questions and Answers
1. In reference to the Statement of Work, Part II, 4.d. (Tasks/General Work Specifications that the Contractor will complete):
The Contractor will inspect any locations within the Project Area (7,349 acres) identified during the pre-field review of historic and ethnographic documents for potentially unrecorded cultural resources.
If additional survey areas are identified within the APE, will we be able to obtain a contract amendment for the additional survey fieldwork or will it fall under the optional task (4.i.)?
A. Required Task 3 accounts for previously recorded sites (n=11) in the Forest Service
Database for the entire 7,349-acre project area. If additional sites are identified during the pre-field review through other sources (e.g. OARRA, GLO plats, ethnographic resources, etc.), they would be counted under Optional Tasks 8 and 9 (refer to Pricing on page 18 of the ITB).
2. Will you require SHPO resource forms, USFS resource form, or both to be completed for each identified cultural resource?
A. Only USFS forms are required.
3. Please confirm: no shovel probes are planned for the contract, but they will be included separately as an optional task?
A. Page 35 of the ITB bullet point 4 describes when shovel probes should be conducted during mandatory survey. If subsurface deposits are suspected probing should be used to delineate boundaries and/or confirm status of an isolated find vs site. Shovel probing may also be conducted at locations of previously recorded sites even if surface artifacts are not visible if the depositional environment indicates potential for a subsurface component. Systematic probing at non-site locations is not part of this contract.
