About this file
This is a Questions and Answers document for Request for Proposals (RFP) issued by the City of Philadelphia's Department of Streets for On-Call Portfolio Management Services. The RFP seeks proposals from PennDOT pre-qualified engineering firms to provide comprehensive project management services for federal and state-funded transportation and bridge projects. The scope of work includes schedule development and maintenance, design reviews, permit processing, utility coordination, right-of-way acquisition support, grant application assistance, constructability reviews, agency coordination, and project file maintenance from conception through construction. A pre-proposal meeting was held on July 10, 2026, with proposals due August 17, 2026 at 5:00 p.m. via eContract Philly. The City anticipates making two separate awards with two consultant firms. The contract term runs from January 4, 2027 through January 3, 2028, with the City holding options to extend for up to four additional one-year terms. Applicant interviews, if required, are scheduled for September 30, 2026, with contract execution anticipated for January 4, 2027.
The maximum compensation per contract is $1.5 million for the initial contract term, with the contract limit subject to increase if needed. Compensation will be structured through individual work orders negotiated on a project-specific basis using Cost-Plus Fixed Fee, Specific Rate, or Lump Sum methodologies; applicants must propose either fixed-price or hourly rate compensation with detailed cost breakdowns. No retainage will be withheld for project management, construction management, construction inspection services, or non-deliverable work orders. The projects under consideration for portfolio management include multiple bridge and roadway initiatives funded through sources such as SS4A 2022 and SS4A 2023 grants. All work must comply with federal FHWA and PennDOT standards and the Philadelphia 21st Century Minimum Wage and Benefits Standard. Local Business Entity certification is encouraged as a positive evaluation factor; applicants currently supporting other City projects are eligible to pursue this contract and will not be considered conflicted out solely due to their current City work. The City will adhere to PennDOT Publication 93 provisions for handling conflicts among different types of contracts.
