About this file

This is a Bid Question and Answer document for UW-Milwaukee (UWM) related to contract KK21-02-O for in-person and remote ASL interpreting and real-time speech-to-text captioning services. The bid solicitation covers two service lots: ASL interpreting services and speech-to-text captioning services (including C-Print, CART, and Typewell). UWM intends to award the contract to multiple vendors based on need, availability, and schedules, with no predetermined minimum or maximum number of awardees. Services are centralized through UWM's scheduling department, with schedules provided two weeks prior to each semester's start. The contract includes a half-hour minimum for on-site interpreting and speech-to-text services, and UWM provides only 1/2 hour minimum service guarantees despite industry standards calling for 2-hour minimums.

Current rates for ASL interpreting services range from $45 to $75 per hour, with captioning services ranging from $50 to $60 for C-Print and Typewell and $50 to $165 for CART. Eleven vendors currently hold UWM contracts as of July 1, 2018. Historical usage data shows approximately 265 hours of on-site ASL interpreting and 275 hours of speech-to-text captioning were provided in Fall 2019, with similar volumes in Spring 2020. By Fall 2020, the university served 16 students requiring ASL interpreting and 14 requiring captioning services. All ASL interpreters must be licensed by the Wisconsin Department of Safety and Professional Services; nationally certified RID interpreters are not accepted for remote services. Travel time is billed as part of hourly rates, and cancellation fees for less than 24-hour notice may not exceed half the assignment value. Short notice requests are available for both service lots.

41. Pursuant to Section 2.2 – can the University clarify this section? Does it mean that an interpreting agency must have a specific Wisconsin license to provide interpreting services in a post-secondary education setting? Or that the freelance interpreters that will actually provide the services must have both their WI ASL interpreter license and a separate, specific post-secondary education interpreting license? Please specify the exact license(s) that will be required, if possible. See answer to #38

Example: Assignment 4pm to 6pm. Half hour travel billed TO the location and half hour of travel billed FROM the location. Which rate does it follow? Business hours, non-business hours or does it get split? Any time beyond 5pm would be billed at after business hours, so rate charges are split.
