About this file

This is a Bid Questions and Responses document from the Florida Department of Transportation addressing inquiries related to two invitation to bid solicitations (DOT-ITB-26-3009-SC and DOT-ITB-26-3010-SC) for deicer pellets and liquid deicer, issued on November 5, 2025. The procurement establishes a 12-month initial contract term with the option for renewal for an additional 12-month period, provided the renewal period does not exceed the length of the original term. Distribution locations are divided into sections, with Sections A-D covering Midway, Milton, Marianna, Panama City, and Ponce de Leon, while Sections E and F include those same locations plus Lake City, Chiefland, Perry, St. Augustine, and Jacksonville. Historical usage data provided by FDOT indicates significant variation in demand over the past five fiscal years, ranging from zero gallons and super sacks in two years to 27,720 gallons and 54 pellet super sacks in the most recent period (7/1/2025-6/30/2026).

The procurement specifies that bids must be submitted exactly as specified with no alternative products or substitutions considered, including rejections of proposed alternatives such as Sodium Formate, Magnesium Chloride, and Potassium Acetate. Payment terms are NET 30 as referenced in Section 3 of the Purchase Order Terms and Conditions. FDOT will not entertain price adjustments during option years due to fluctuations in raw material costs. Additional contract terms and conditions, including indemnity, force majeure language, and warranty requirements, are detailed in PUR 1000 and Section 10 of the Invitation to Bid documents.
