About this file

This document is a Technical Questions and Answers (Q&A) file for the Florida Department of Transportation (DOT) Invitation to Bid (ITB) numbered DOT-ITB-25-1346-CB. The document addresses three key clarification questions regarding a contract with a 25-month term beginning around July 25, 2025, and including a 60-calendar day construction period. The bid must be submitted electronically to D1.Purch@dot.state.fl.us, and the contract includes a renewal option allowing for up to 3 years of additional term if mutually agreed upon by the department and the consultant.

The Q&A specifically clarifies details about pay item 660-1-600 for inductive loop detector removal (which involves removal from the signal cabinet), confirms the electronic bid submission process, and explains the contract renewal clause. While specific financial details are not provided, the document demonstrates the DOT's structured approach to soliciting and clarifying bid specifications, ensuring potential vendors have clear guidance on submission requirements, project scope, and contractual terms before submitting their proposals.

TECHNICAL QUESTIONS AND ANSWERS

1. Pay Item 660-1-600 specifies the removal of inductive loop detectors. Does this specification require removal from the street or only disconnect from the cabinet?

This item is included to remove the inductive loop detectors from the signal cabinet.

2. Exhibit C and Section 27 of the ITB describes an electronic submittal of the proposal. Section 22 of the ITB states "All bid sheets and other documentation submitted in response to this solicitation must be executed and submitted in a sealed envelope. Indicate the bid number, with the time and date of the bid opening, on the envelope used to return the bid." Please clarify if the bid is electronic or if a

"paper" bid is required.

The bids must be submitted electronically to D1.Purch@dot.state.fl.us

3. Section 1 of the ITB describes a 25-month contract term beginning on or about July

25, 2025, with a construction time of 60 calendar days per Exhibit A Section

III. Section 31 states "Upon mutual agreement, the Department and the Contract

Vendor may renew the Contract for a period that may not exceed 3 years or the term of the original contract, whichever is longer." Please clarify the intent of the renewal clause.

A contract can be renewed for up to 3 years or the original contract term, which ever is longer. For this contract, the maximum renewal time would be 3 years if mutually agreed upon by the department and the consultant.
