About this file

The document is a Question and Answer (Q&A) file related to a solicitation for the Richland Center Shared Ride Taxi service in the state of Wisconsin. The City of Richland Center plans to continue offering this shared ride taxi service within a one-mile radius of the city limits, with discounted fares for seniors, adults with disabilities, and children. The Q&A addresses several questions from potential vendors, including restrictions on service hours, service area, and business requirements. The solicitation number is RCSRT2025, and the bid submission deadline is October 31, 2024, with a contract start date of January 1, 2025.

The Q&A clarifies that vendors cannot propose additional service hours beyond the total weekly hours specified in the RFP, and that they will only be paid for services provided within the designated service area. The RFP also does not have a requirement for a Business Tax Registration (BTR) certificate. Potential vendors are required to meet all requirements at the time of bid submission, and the document provides guidance on how to address changes in business ownership or operator.

SOLICITATION QUESTION AND ANSWER

Solicitation Number: RCSRT2025 Solicitation Name: Richland Center Shared Ride Taxi

Date: 10/16/2024

Quest.

No.

Question Answer

1. What happens if a taxi service chooses to offer service hours for a greater timeframe than listed in the RFP?

Potential Vendors cannot propose additional hours. Please see Section

6.9 for total weekly hours the agency is purchasing.

2. If a SRT service would like to offer taxi service outside of the contracted service area (within 1 mile of the City), are they able to?

Please see section 6.4 of the RFP for Service Area. Vendors are only paid for services provided in the service area.

3. Are bidders required to meet all of the requirements at the time of bid submission (Oct 31st) or by the start of the contract (1/1/2025)?

At time of bid.

4. Does the change of business owner/operator impact the requirement of being in business for at least three years?

Please detail your company’s business history in your proposal.

5. The current (deceased) business owner was filing taxes under the LLC but didn’t renew their BTR Certificate (I think that’s what wasn’t renewed). The new owner is working to have that taken care of.

Does this make them unqualified to get the contract?

There is no BTR Certificate requirement in the RFP.
