About this file
This is a Questions and Answers document for the Senior Loneliness Wellness Phone Line RFP 5843 issued by the State of Oregon through OregonBuys (Bid No. S-44300-00008826). The procurement seeks a contractor to operate a warm line/crisis line phone service with a minimum capacity of 1,200 calls per month and a minimum simultaneous inbound call capacity adequate to meet this volume. Proposals were due January 15, 2024, before 3:00 pm, with an anticipated contract start date of April 1, 2024. The service requires 100% of inbound calls to be answered by live, trained staff with no automated messaging systems as the initial contact point. At least 80% of calls must be resolved without transfer, second call, or return call, though follow-up calls for secondary contact are permitted with data collection required. Call recordings are not mandatory but should be maintained for supervision, quality assurance, and coaching purposes. Based on October 2023 historical data, call volume peaks during afternoon and evening hours (4:00 pm to 9:00 pm), with consistent baseline volume throughout the day.
Proposers must follow the fee structure and quoting instructions outlined in RFP sections 3.2.5 and 3.2.6, with no deviation permitted unless specifically allowed by those provisions. The incumbent vendor, Lines for Life, has provided these services for four years and the current contract has completed its full term with all extension options exercised. The Agency is satisfied with the incumbent's performance. Funding is disbursed in equal installments, and historical average call handle time is 24 minutes. The location of the bidder's headquarters or proposed location will have no bearing on award consideration, and out-of-state bidders are permitted. Call center operators and supervisors may work on other contracts simultaneously as long as all contract standards are maintained. Specific performance data regarding current wait times, after-call work time, and language distribution of calls is not available; however, proposers must follow industry standards for warm line/crisis line operations regarding maximum wait and hold times.
