About this file

This document is a Questions & Answers file for Solicitation 24-2515 for Air Filters, issued by Muskegon County in Michigan. The solicitation is for a supply-only contract for air filters with specific sizes and MERV ratings, including MERV 14 Box Filters with Headers in various dimensions. The contract is set up to be a one-year agreement with three one-year renewal options, with anticipated ordering within 30 days of the Board of Commissioner's award. The county expects to receive shipments to three locations: Jail, South Campus Facilities, and Marquette Building, with an anticipated one shipment per location per year and a total of eight shipments annually. The bid is an all-or-none solicitation, requiring vendors to bid on all items to be considered for the award.

The pricing terms specify that all costs, including shipping, handling, and other expenses, must be included in the total price, with no separate line items for freight allowed. The county currently is not under an existing contract and will purchase from the lowest-priced bidder. Vendors are not required to provide samples at the time of bid, but they must submit product test reports for each filter efficiency according to ASHRAE Standards 52.2. No bid bond, performance bond, or payment bond is required. Bids can be submitted either in physical copy format (by appointment) or electronically through the Bidnet Portal. The proposal should include all necessary information, with no strict page limit, and alternative brands may be considered if they meet the same quality specifications.
