About this file

This document is a Questions & Answers (Q&A) file for RFP004-Security Guard Patrol Services 2025, issued by South Metro Housing Options (SMHO). The solicitation seeks security guard patrol services with specific requirements including overnight shifts Monday through Sunday from 7:00 PM to 5:00 AM, covering both weekday and weekend periods. The scope involves primarily vehicle patrols with potential limited foot patrol, servicing multiple properties. The RFP clarifies that while an initial narrative suggested 24-hour coverage, the actual requirement is limited to overnight shifts during specified timeframes.

Key details include the procurement approach of selecting a vendor to provide unarmed security services with distinct shift categories: overnight shifts (Monday-Friday), weekend shifts (Saturday-Sunday), and on-call/special events, all operating from 7:00 PM to 5:00 AM. The solicitation indicates that specific policies and procedures will be shared with the selected vendor post-award. SMHO has not previously solicited similar RFPs through BidNet, and they do not have historical data on immediate dispatch call volumes. Potential bidders are advised to carefully review the Fee Schedule Table and align their pricing and staffing plans accordingly with the defined service requirements.

Q6 Question: Clarification on Service Hours – RFP004 Security Guard Patrol Services 2025

Dear Procurement Team, As we prepare our response to RFP004, we would like to clarify the service hour requirements.

The narrative under the Fee Schedule states:

"Monday through Sunday One-Unarmed Officer 24-hours a day."

However, the Fee Schedule table lists the following:

Item 1: Overnight Shift, Monday–Friday, 7:00 PM – 5:00 AM

Item 2: Weekend Shift, Saturday–Sunday, 7:00 PM – 5:00 AM

Item 3: On-Call/Special Events, 7:00 PM – 5:00 AM

This creates some confusion. Could you please confirm:

Is the actual requirement overnight coverage only (7:00 PM – 5:00 AM, 7 days a week), as described in the table?

Or is SMHO expecting the contractor to provide the ability for 24-hour coverage at the properties?

We want to ensure our pricing and staffing plan matches your expectations.

Answer: For clarification, we do not require 24-hours service. Please refer to the Fee Schedule Table provided which is aligned to what services, dates and times we are seeking. We narrowed it down in detail under “Service” and “Estimated Quantities”. We appreciate you wanting to ensure that the pricing and staffing plan matches our needs.
