About this file

This document is a Questions and Answers (Q&A) document for the E-470 Public Highway Authority's 2025 Resurfacing Project (EN-25-PAVE-1-IFB), covering the stretch from Toll Plaza E to I-25. The project involves a 2" mill and overlay of Stone Matrix Asphalt (SMA) between mile markers 40 and 46.6 in Adams and Broomfield County, Colorado. The Q&A document addresses seven key questions from potential bidders, covering topics such as pavement markings, project start date, patching items, toll allowance payment, milling and paving quantities, smoothness criteria, and equipment staging. The Authority has maintained the original project timeline for 2025, rejecting a request to defer the project to 2026, with a focus on avoiding continued winter pavement maintenance.

The document provides detailed clarifications on technical aspects of the project, including payment methods for various work items. The Toll Allowance will be paid on a percentage basis of contract value per pay application. Milling will be paid based on total square yards of pavement milled, excluding overlaps, while SMA will be paid by tons placed. The smoothness specification remains Category A, with nominal milling depth varying by no more than 1" for profile grade correction. Equipment staging on E-470 right-of-way will be permitted outside the clear zone, with the contractor responsible for any damage caused by off-pavement staging. The Authority will conduct a preconstruction field view/meeting to identify potential areas of special consideration.

Project EN-25-PAVE-1-IFB - E-470 2025 Resurfacing From Toll Plaza E to I-25

Buying Organization E-470 Public Highway Authority

No Question/Answer Question Date

Q1 Question: Pavement Markings

On sheet 4 of the plan set, note 6 under the summary of quantities for the MSSE Lot, it states that pavement marking paint (waterborne) is not to be paid for separately, but included and considered subsidiary to the HMA item 403.33741. No current pavement markings are observed in this lot, is it anticipated that new pavement markings will be incorporated into this lot as part of this project? If so, is there a layout or estimated amount of pavement markings that will be needed in this lot for bidding purposes?

Answer: Delete note 6 on plan sheet 4. No pavement markings are required in the MSSE lot.

Q2 Question: Start date

Given that the start of construction for this project would likely not occur until the later part of August, the night time temperatures are starting to drop, and most local paving companies are trying to complete their season's backlog before winter sets in (therefore precluding them from taking on this project for 2025), would the Authority consider deferring the start of this project to 2026?

Answer: No. The Authority's goal is to avoid continued winter maintenance of the pavement.

Q3 Question: Patching Items

Is the asphalt removal in the parking lot associated with the patching in the parking lot? Both items are paid for the same work?

Answer: The REMOVAL OF ASPHALT MAT (FULL DEPTH) bid item in the MSSE Lot is for the full depth, large area removal.

The REMOVAL OF ASPHALT MAT (PLANING 0"-4") bid item in the MSSE Lot is for the aggregate milling cost for 0" to 2" transition mills, the 2" mill between curb and gutters at the Lot entrance, and detail milling of 2" to 4" of large cracks and smaller repair areas.

The HMA (PATCHING) (TON) bid item in the MSSE Lot is for the tons of HMA to be placed in the repair areas (large crack repairs, and full depth removal area) PRIOR to the final 2" Lot HMA Overlay.

The Authority will delineate the areas of full depth pavement replacement and large crack repairs in advance of the work.

Q4 Question: Toll Allowance

How is the Toll Allowance Paid? One lump sum at the end of the project? Progressively?

Answer: The Toll Allowance is paid on a percentage basis of contract value per pay application.

Q5 Question: Milling and Paving Quantities

With the requirement that all milled surfaces are to be covered in the same night, it is anticipated that 6-

12” of the previous lanes paving will have to be re-milled to ensure proper joint compaction due to the variable depth milling. Is this quantity accounted for in the total tons and will these tons be paid based on daily ticked totals?

Answer: With the requirement that all milled surfaces are to be covered in the same night, the confined centerline joint should require limited removal of new SMA with any subsequent milling/paving passes.

Milling will be paid based on total square yards of pavement milled, excluding any overlap performed by the contractor. SMA will be paid by tons placed (tickets).

Q6 Question: Smoothness Criteria

With the new CDOT ride spec being utilized on this project and the variable depth milling, there is concern that there will be uneven lanes as the road is milled and paved. Is there any plan to change the ride to a percent improvement spec? If not, is the expectation contractors include money for up front grinding and ride repair work to be able to obtain the smoothness requirements as well as not having uneven lanes each day.

Answer: The smoothness specification will remain Category A. The nominal milling depth of 2” will predominantly vary by no more than 1” for profile grade correction within limited lengths of each lane.

Limited lengths (500’-1000’) of uneven lanes with up to 1” differential will be permitted between milling/paving passes. Additional warning signs (“UNEVEN PAVEMENT”) may be required which will be incidental to Pay Item CONSTRUCTION ZONE TRAFFIC CONTROL (LS). A preconstruction scoping field view/meeting with the successful contractor will be used to identify any potential limited areas of special consideration.

Q7 Question: Equipment Staging

Please confirm that staging of equipment on right of way is allowed off shift.

Answer: Staging of equipment on E-470 ROW will be permitted outside of the clear zone. Any damage caused by off pavement staging of equipment will be the contractor’s responsibility for repair and restoration.
