About this file

This is a Questions and Responses document for RFP 2017-196 issued by the State of Colorado for the procurement of batteries and rectifiers. The solicitation seeks equipment only, with no services component. The contract has a maximum term of five years, though pricing terms were modified during the procurement process to address vendor concerns regarding cost stability.

Key clarifications provided in the Q&A document address technical specifications, including requirements for thin plate pure lead (TPPL) technology batteries, UL recognition, ISO 9001 and 14001 certification, and NEBS compliance. The State clarified that certain standard contract requirements—including performance reporting outside Colorado or the United States, Professional Liability insurance, and software source code escrow provisions—do not apply to this equipment-only solicitation. Pricing modifications were made to allow equipment pricing to remain firm for the first two years of the contract, with pricing adjustments in years three through five subject to negotiation based on industry costs for raw materials and freight. Control features for the rectifiers must include position (longitude/latitude) auto placement capabilities for remote site identification and status monitoring.

I am writing to get clarification on Exhibit B, Requirement T-3.2.23 Control Features of RFP 2017000196.

The 6th line item of that section calls out a requirement of : Position (Long/Lat) for auto placement Position (long/lat) auto placement is for site identification and location so that it can be located remotely when looking at the status of the rectifier/charger at the corresponding site.

2
Is it possible to receive the Award Tabulation for DQ # was 2015001203?

We have looked on VSS, but since it is not a recent award the information is not available.

Yes, please see the attached tab sheet.

3
The Enersys battery being requested does not have a NEBS certifcation. Is this still going to be a requirement?
The Certification requirement T-3.2.5 should have read:

All proposed products must be UL recognized and ISO 9001 and 14001 certified as well as NEBS compliant.

4
Why is thin plate pure lead technology a requirement?
TPPL technology provides a higher power density per plate because the many thin plates are compressed to form a single plate which prolongs service life and enhances corrosion resistance as opposed to a single thick plate.
5
If the battery lasts just as long has the same warranty, meets the size and wattage requirements and has thick plates why would it matter if thin plate or thick plate technology is used?
The pure lead plates are not as susceptible to corrosion as lead alloy plates which contribute to a longer service life.
6
State of Colorado Governor’s OIT contract

Section 8 – Reporting 3rd line item down – Performance outside the State of Colorado and/or the United States.

Can you please explain what this means? We do a lot of work outside Colorado but I am not sure how that pertains to this contract and why we would need to report that. Can you please expand on this request?

This applies only if services for this project are performed outside Colorado or the United States.

Since this is a solicitation for equipment only, this requirement will not apply.

7
Requirement 3.4 Cost Proposal

All equipment pricing shall remain firm for the term of contract maximum of five (5) years.

Requirement 3.4 Cost proposal has been modified to read:

All equipment pricing shall remain firm for first two (2) years of contract. In years 3-5 the State and the awarded vendor(s) can negotiate pricing changes base on industry cost for raw materials and freight.

8
The contract, and the PO Ts and Cs require Professional Liability insurance.

We are providing product only can this be waived?

This applies only if services are performed.

Since this is a solicitation for equipment only, this requirement will not apply.

9
Section 18 on the contract.

The manufactured specified Eltek will not place their source code in Escrow can this be waived?

This applies only if software is being purchased.

Since this is a solicitation for equipment only, this requirement will not apply.
