About this file

This is an Exhibit B Detailed Requirements and RFP Response sheet from the Governor's Office of Information Technology (OIT) for a -48V Rectifier-Battery System procurement. The solicitation requests two primary product categories: Enersys Powersafe V Batteries (12V125F, 12 Volt 125Ah) and ElTek Trilogy with Master Smartpack 2 controller including Flatpack2 HE Rectifier and breakers, with options for equal products meeting specified requirements. Offerors must address technical requirements for both batteries and rectifiers, including product specifications, certifications, delivery dates, and shipping to multiple hub locations across Colorado on an FOB destination basis with no additional freight charges. The solicitation will result in a permissive Enterprise Agreement allowing State agencies, Institutions of Higher Education, and political subdivisions within Colorado to utilize the contract pricing and terms for up to five years following award.

Battery requirements include new products meeting maximum dimensions of 22.1" length by 4.13" width by 12.4" height, with an 8-hour discharge rate of 126 Ah or better at 77°F/25°C, UL recognition, ISO 9001 and 14001 certification, NEBS certification, ABS UL94 V-O flame retardant rating with flame arrestors, thin plate pure lead technology, stainless steel terminals with alloy inserts, and self-regulating one-way pressure relief valves. Rectifier requirements specify 19"/6RU/mid-mount/16" depth configuration with 8 rectifier positions for 2000-watt rectifiers, a 20-position shared 2-bar distribution panel, operating temperature capability from -40°C to +45°C with linear derating from 2000W to 1350W between 45°C and 75°C, and efficiency exceeding 96.5%. Offerors must be authorized manufacturers, distributors, or resellers at time of bid submission, provide detailed warranty information, specify delivery timelines, and demonstrate an environmentally responsible battery take-back and recycling program at no additional cost to the State. All offerors must also meet Secretary of State registration requirements for Colorado and provide corporate summaries, sales volume history, and product reliability documentation.
