About this file

This document is a Q&A summary related to a Request for Response (RFR) issued by the Massachusetts Department of Transportation (MassDOT) Aeronautics Division for Uncrewed Aircraft Systems (UAS) Integration and Program Support. The RFR seeks qualified firms to provide flight hardware, integration services, and program support for the Commonwealth's UAS Integration Program. The initial contract term is up to 5 years, with two 1-year renewal options. MassDOT is looking for UAS capabilities including aircraft, ground control systems, command and control links, payloads, and associated services. Bidders are encouraged to propose alternatives that provide equivalent or better performance. The bid opening date is May 28, 2024, with an estimated contract start date of June 17, 2024.

The RFR specifies an estimated contract value of $200,000 for the initial 5-year period, which is not a hard budget constraint. MassDOT is procuring BVLOS equipment and services on an FFP contract basis. The procurement is expected to support MassDOT's efforts to enable BVLOS UAS operations for long linear infrastructure inspections of rail. MassDOT also seeks to establish a Memorandum of Agreement with the selected vendor to collaborate on certification, integration, testing, and detect and avoid system integration. Small businesses having their principal place of business in Massachusetts will be given award preference under the Commonwealth's Small Business Purchasing Program.

Sheet2

15/3/24Larry Leovan/Censys Technologies CorporationEstimated contract valueThe RFR states the estimated contract value for the initial period duration (up to 5 years) is for $200k, is this expected to increase? If this is a hard budget constraint for MassDOT, I see this as enough budget to purchase BVLOS equipment only or enough budget for UAS integration and program support for BVLOS ops only. Can the state provide more clarity? Are services for 5 years of program support billed as a FFP structure or T&M?The contract value is an estimate of the value of the contract, and not a hard constraint. The procurement is for BVLOS equipment and services as described in the RFR (see Section 3.3). This is an FFP contract.
25/3/24Larry Leovan/Censys Technologies CorporationPayloadsPayloads are mentioned throughout the RFR, but not specifically stated as wanting to procure as part of this RFR. Can the state clarify if payload pricing information should be included as part of our response?Payload pricing should be provided as requested in the RFR, see 3.3.1(J). MassDOT also requests information about compatible sensors, as described, e.g., in 3.3.2.2(F) and 3.3.3(D).
35/3/24Larry Leovan/Censys Technologies CorporationSection 4. Bidder's Financial CapablitiesPoint of clarity, are written statements from the company??s shareholders and/or board of directors testifying to financial wherewithal satisfactory? We have restrictive covenants difficult to overcome to disclose formal financial statementsStatements from shareholders / board members will not suffice as the RFR calls for specifics regarding a financial statement.
45/3/24Larry Leovan/Censys Technologies CorporationBVLOS CapabilitiesIs MassDOT interested in exploring other avenues for BVLOS capability (i.e. Ground-Based Detect and Avoid (GBDAA), Radar based on-board DAA, Optical based on-board DAA) that a vendor can provide and should that be included in the proposal?Procurement of DAA sensors (e.g., radars or on-board optics) is beyond the scope of this procurement. However, MassDOT prefers systems that will be able to integrate with DAA solutions (see RFR section 3.3.2.2(H)) and seeks information about such capabilities (see section 3.3.3(C)).
55/13/24Larry Leovan/Censys Technologies CorporationInsurance RequirementsWhy is the vendor/contract awardee additionally insuring MassDOT for the duration of the contract period? If MassDOT will be the RPIC, operator, and owner of equipment and waivers, MassDOT should be the entity insuring. Is it possible to take exception to all or part of the insurance requirements? Will a subcontractors insurance suffice as the main policy holder? The insurance language is part of MassDOT standard requirement for doing business.
