About this file
The document is an Addendum No. 1 and Questions and Answers for Invitation to Bid (ITB) DMA-ITB-333, issued by the Florida Department of Military Affairs for the repair and maintenance of a Sand Blasting Booth/Dust Collector at Camp Blanding Joint Training Center. The solicitation covers repairs to the dust collection system, breathable air system, and compressed air system, with work anticipated to begin around April 1, 2025, and completion expected by May 1, 2025. The pre-bid site visit is no longer mandatory, and potential bidders can schedule site visits by contacting specified personnel. The bid opening time has been changed from 4:00 PM to 2:00 PM, and the maintenance contract will be for two years with an option for a two-year renewal.
The scope of work includes a "like for like" replacement of the breathable air system, which has not been recently used, and requires contractors to inspect and identify any deficiencies. The maintenance contract will cover quarterly service of the Dust Collector, Breathable Air System, and Compressed Air System. Contractors are requested to provide costs for an Air Compressors Maintenance Service Agreement, with the intent to inspect existing air compressors and establish a maintenance contract. The first service will include a full service after contract assignment, followed by quarterly services. No repairs are currently necessary for the air compressors, which are reported to be functioning.

Questions and Answers
The Department has received the following questions and the Department’s answers are provided in the table listed below:
No. Question Answer
1 I just had the opportunity to review the RFQ and, per your voicemail and email, I learned about today’s mandatory pre-bid site visit. Unfortunately, I was unaware of this requirement and was unable to attend.
Is there any way to discuss the RFQ further to gain a better understanding of the project? Please let me know if there are any alternative options to participate or gather the necessary details.
Per Addendum 1, the “pre-bid site visit” which occurred on March 7, 2025, is no longer “mandatory”. This change will allow potential bidders additional time and flexibility to schedule a site visit at their convenience. Please contact Jeff Collins at 904-682-2201 or Mitch Poole at 904-682-2200 to schedule your site visit.

1. Calendar of Events is hereby amended as follows:
- The Pre-Bid Site Visit is no longer “Mandatory”.
- The Bid Opening Time was changed from 4:00 PM to 2:00 PM.
2. Section 4.10 Bid Submission is hereby amended as follows:
- (Section 4.10.1) The Bid Opening Time was changed from 4:00 PM to 2:00 PM.
- (Section 4.11) The Bid Opening Time was changed from 4:00 PM to 2:00 PM.
3. Section 5.2 Scope of Work is hereby amended as follows:
- The following verbiage was added:
As an addition to the scope of work for the dust collection system repairs, we are requesting the replacement of the breathable air system. This system has not been used recently and must be put back in service. The bidding contractors shall be responsible for completing an inspection and doing their due diligence to identify any issue that may be determined deficient. This should all be considered a “like for like” replacement. We are looking for the most cost efficient but safest solution. The vendor bid should include the replacement of the dryer system, monitor, regulators, filters, etc. It is not expected that any of the lines would require replacement.
Also, please provide your cost to begin and maintain an Air Compressors Maintenance Service Agreement. The intent of this scope is to inspect the existing air compressors (all currently work) and determine a cost for a maintenance item to be added to the new maintenance contract being bid for dust collection system. NO repairs are necessary currently. The Air Compressors will receive their first service under the newly assigned contract, which should include a full service (after contract assigned) and then quarterly service thereafter.
The maintenance contract will be for two (2) years with an option of a two (2) year renewal as allowed by state statute. The maintenance contract shall include the maintenance/quarterly service of the Dust Collector, Breathable Air System, and the Compressed Air System.
